The early days of dictation software were like your friend that mishears lyrics: lots of enthusiasm but little accuracy. Now, AI is out of Pandora's box, both in the news and in the apps we use, and dictation apps are getting better and better because of it. It's still not 100% perfect, but you'll definitely feel more in control when using your voice to type.

I took to the internet to find the best speech-to-text software out there right now, and after monologuing at length in front of dozens of dictation apps, these are my picks for the best.

What is dictation software?

When searching for dictation software online, you'll come across a wide range of options. The ones I'm focusing on here are apps or services that you can quickly open, start talking, and see the results on your screen in (near) real-time. This is great for taking quick notes , writing emails without typing, or talking out an entire novel while you walk in your favorite park—because why not.

Beyond these productivity uses, people with disabilities or with carpal tunnel syndrome can use this software to type more easily. It makes technology more accessible to everyone .

If this isn't what you're looking for, here's what else is out there:

AI assistants, such as Apple's Siri, Amazon's Alexa, and Microsoft's Cortana, can help you interact with each of these ecosystems to send texts, buy products, or schedule events on your calendar.

AI meeting assistants will join your meetings and transcribe everything, generating meeting notes to share with your team.

AI transcription platforms can process your video and audio files into neat text.

Transcription services that use a combination of dictation software, AI, and human proofreaders can achieve above 99% accuracy.

What makes a great dictation app?

How we evaluate and test apps.

Our best apps roundups are written by humans who've spent much of their careers using, testing, and writing about software. Unless explicitly stated, we spend dozens of hours researching and testing apps, using each app as it's intended to be used and evaluating it against the criteria we set for the category. We're never paid for placement in our articles from any app or for links to any site—we value the trust readers put in us to offer authentic evaluations of the categories and apps we review. Dictation software comes in different shapes and sizes. Some are integrated in products you already use. Others are separate apps that offer a range of extra features. While each can vary in look and feel, here's what I looked for to find the best:

High accuracy. Staying true to what you're saying is the most important feature here. The lowest score on this list is at 92% accuracy.

Ease of use. This isn't a high hurdle, as most options are basic enough that anyone can figure them out in seconds.

Availability of voice commands. These let you add "instructions" while you're dictating, such as adding punctuation, starting a new paragraph, or more complex commands like capitalizing all the words in a sentence.

Availability of the languages supported. Most of the picks here support a decent (or impressive) number of languages.

Versatility. I paid attention to how well the software could adapt to different circumstances, apps, and systems.

I tested these apps by reading a 200-word script containing numbers, compound words, and a few tricky terms. I read the script three times for each app: the accuracy scores are an average of all attempts. Finally, I used the voice commands to delete and format text and to control the app's features where available.

I used my laptop's or smartphone's microphone to test these apps in a quiet room without background noise. For occasional dictation, an equivalent microphone on your own computer or smartphone should do the job well. If you're doing a lot of dictation every day, it's probably worth investing in an external microphone, like the Jabra Evolve .

What about AI?

Before the ChatGPT boom, AI wasn't as hot a keyword, but it already existed. The apps on this list use a combination of technologies that may include AI— machine learning and natural language processing (NLP) in particular. While they could rebrand themselves to keep up with the hype, they may use pipelines or models that aren't as bleeding-edge when compared to what's going on in Hugging Face or under OpenAI Whisper 's hood, for example. 

Also, since this isn't a hot AI software category, these apps may prefer to focus on their core offering and product quality instead, not ride the trendy wave by slapping "AI-powered" on every web page.

Tips for using voice recognition software

Though dictation software is pretty good at recognizing different voices, it's not perfect. Here are some tips to make it work as best as possible.

Speak naturally (with caveats). Dictation apps learn your voice and speech patterns over time. And if you're going to spend any time with them, you want to be comfortable. Speak naturally. If you're not getting 90% accuracy initially, try enunciating more.  

Punctuate. When you dictate, you have to say each period, comma, question mark, and so forth. The software isn't always smart enough to figure it out on its own.

Learn a few commands . Take the time to learn a few simple commands, such as "new line" to enter a line break. There are different commands for composing, editing, and operating your device. Commands may differ from app to app, so learn the ones that apply to the tool you choose.

Know your limits. Especially on mobile devices, some tools have a time limit for how long they can listen—sometimes for as little as 10 seconds. Glance at the screen from time to time to make sure you haven't blown past the mark. 

Practice. It takes time to adjust to voice recognition software, but it gets easier the more you practice. Some of the more sophisticated apps invite you to train by reading passages or doing other short drills. Don't shy away from tutorials, help menus, and on-screen cheat sheets.

The best dictation software at a glance

Best free dictation software for apple devices, apple dictation (ios, ipados, macos).

Look no further than your Mac, iPhone, or iPad for one of the best dictation tools. Apple's built-in dictation feature, powered by Siri (I wouldn't be surprised if the two merged one day), ships as part of Apple's desktop and mobile operating systems. On iOS devices, you use it by pressing the microphone icon on the stock keyboard. On your desktop, you turn it on by going to System Preferences > Keyboard > Dictation , and then use a keyboard shortcut to activate it in your app.

If you want the ability to navigate your Mac with your voice and use dictation, try Voice Control . By default, Voice Control requires the internet to work and has a time limit of about 30 seconds for each smattering of speech. To remove those limits for a Mac, enable Enhanced Dictation, and follow the directions here for your OS (you can also enable it for iPhones and iPads). Enhanced Dictation adds a local file to your device so that you can dictate offline.

You can format and edit your text using simple commands, such as "new paragraph" or "select previous word." Tip: you can view available commands in a small window, like a little cheat sheet, while learning the ropes. Apple also offers a number of advanced commands for things like math, currency, and formatting. 

Apple Dictation price: Included with macOS, iOS, iPadOS, and Apple Watch.

Apple Dictation accuracy: 96%. I tested this on an iPhone SE 3rd Gen using the dictation feature on the keyboard.

Recommendation: For the occasional dictation, I'd recommend the standard Dictation feature available with all Apple systems. But if you need more custom voice features (e.g., medical terms), opt for Voice Control with Enhanced Dictation. You can create and import both custom vocabulary and custom commands and work while offline.

Apple Dictation supported languages: 59 languages and dialects .

While Apple Dictation is available natively on the Apple Watch, if you're serious about recording plenty of voice notes and memos, check out the Just Press Record app. It runs on the same engine and keeps all your recordings synced and organized across your Apple devices.

Best free dictation software for Windows

Windows 11 speech recognition (windows).

Windows 11 Speech Recognition (also known as Voice Typing) is a strong dictation tool, both for writing documents and controlling your Windows PC. Since it's part of your system, you can use it in any app you have installed.

To start, first, check that online speech recognition is on by going to Settings > Time and Language > Speech . To begin dictating, open an app, and on your keyboard, press the Windows logo key + H. A microphone icon and gray box will appear at the top of your screen. Make sure your cursor is in the space where you want to dictate.

When it's ready for your dictation, it will say Listening . You have about 10 seconds to start talking before the microphone turns off. If that happens, just click it again and wait for Listening to pop up. To stop the dictation, click the microphone icon again or say "stop talking."  

As I dictated into a Word document, the gray box reminded me to hang on, we need a moment to catch up . If you're speaking too fast, you'll also notice your transcribed words aren't keeping up. This never posed an issue with accuracy, but it's a nice reminder to keep it slow and steady. 

To activate the computer control features, you'll have to go to Settings > Accessibility > Speech instead. While there, tick on Windows Speech Recognition. This unlocks a range of new voice commands that can fully replace a mouse and keyboard. Your voice becomes the main way of interacting with your system.

While you can use this tool anywhere inside your computer, if you're a Microsoft 365 subscriber, you'll be able to use the dictation features there too. The best app to use it on is, of course, Microsoft Word: it even offers file transcription, so you can upload a WAV or MP3 file and turn it into text. The engine is the same, provided by Microsoft Speech Services.

Best customizable dictation software

Dragon by nuance (android, ios, macos, windows).

In 1990, Dragon Dictate emerged as the first dictation software. Over three decades later, we have Dragon by Nuance, a leader in the industry and a distant cousin of that first iteration. With a variety of software packages and mobile apps for different use cases (e.g., legal, medical, law enforcement), Dragon can handle specialized industry vocabulary, and it comes with excellent features, such as the ability to transcribe text from an audio file you upload. 

For this test, I used Dragon Anywhere, Nuance's mobile app, as it's the only version—among otherwise expensive packages—available with a free trial. It includes lots of features not found in the others, like Words, which lets you add words that would be difficult to recognize and spell out. For example, in the script, the word "Litmus'" (with the possessive) gave every app trouble. To avoid this, I added it to Words, trained it a few times with my voice, and was then able to transcribe it accurately.

It also provides shortcuts. If you want to shorten your entire address to one word, go to Auto-Text , give it a name ("address"), and type in your address: 1000 Eichhorn St., Davenport, IA 52722, and hit Save . The next time you dictate and say "address," you'll get the entire thing. Press the comment bubble icon to see text commands while you're dictating, or say "What can I say?" and the command menu pops up. 

Once you complete a dictation, you can email, share (e.g., Google Drive, Dropbox), open in Word, or save to Evernote. You can perform these actions manually or by voice command (e.g., "save to Evernote.") Once you name it, it automatically saves in Documents for later review or sharing. 

Accuracy is good and improves with use, showing that you can definitely train your dragon. It's a great choice if you're serious about dictation and plan to use it every day, but may be a bit too much if you're just using it occasionally.

Dragon by Nuance price: $15/month for Dragon Anywhere (iOS and Android); from $200 to $500 for desktop packages

Best free mobile dictation software

Gboard (android, ios).

Gboard, also known as Google Keyboard, is a free keyboard native to Android phones. It's also available for iOS: go to the App Store, download the Gboard app , and then activate the keyboard in the settings. In addition to typing, it lets you search the web, translate text, or run a quick Google Maps search.

Back to the topic: it has an excellent dictation feature. To start, press the microphone icon on the top-right of the keyboard. An overlay appears on the screen, filling itself with the words you're saying. It's very quick and accurate, which will feel great for fast-talkers but probably intimidating for the more thoughtful among us. If you stop talking for a few seconds, the overlay disappears, and Gboard pastes what it heard into the app you're using. When this happens, tap the microphone icon again to continue talking.

Wherever you can open a keyboard while using your phone, you can have Gboard supporting you there. You can write emails or notes or use any other app with an input field.

The writer who handled the previous update of this list had been using Gboard for seven years, so it had plenty of training data to adapt to his particular enunciation, landing the accuracy at an amazing 98%. I haven't used it much before, so the best I had was 92% overall. It's still a great score. More than that, it's proof of how dictation apps improve the more you use them.

Gboard supported languages: 916 languages and dialects .

Best dictation software for typing in Google Docs

Google docs voice typing (web on chrome).

Just like Microsoft offers dictation in their Office products, Google does the same for their Workspace suite. The best place to use the voice typing feature is in Google Docs, but you can also dictate speaker notes in Google Slides as a way to prepare for your presentation.

To get started, make sure you're using Chrome and have a Google Docs file open. Go to Tools > Voice typing , and press the microphone icon to start. As you talk, the text will jitter into existence in the document.

You can change the language in the dropdown on top of the microphone icon. If you need help, hover over that icon, and click the ? on the bottom-right. That will show everything from turning on the mic, the voice commands for dictation, and moving around the document.

It's unclear whether Google's voice typing here is connected to the same engine in Gboard. I wasn't able to confirm whether the training data for the mobile keyboard and this tool are connected in any way. Still, the engines feel very similar and turned out the same accuracy at 92%. If you start using it more often, it may adapt to your particular enunciation and be more accurate in the long run.

Google Docs voice typing price : Free

Google Docs voice typing supported languages: 118 languages and dialects ; voice commands only available in English.

Google Docs integrates with Zapier , which means you can automatically do things like save form entries to Google Docs, create new documents whenever something happens in your other apps, or create project management tasks for each new document.

Best dictation software for collaboration

Otter (web, android, ios).

Most of the time, you're dictating for yourself: your notes, emails, or documents. But there may be situations in which sharing and collaboration is more important. For those moments, Otter is the better option.

It's not as robust in terms of dictation as others on the list, but it compensates with its versatility. It's a meeting assistant, first and foremost, ready to hop on your meetings and transcribe everything it hears. This is great to keep track of what's happening there, making the text available for sharing by generating a link or in the corresponding team workspace.

The reason why it's the best for collaboration is that others can highlight parts of the transcript and leave their comments. It also separates multiple speakers, in case you're recording a conversation, so that's an extra headache-saver if you use dictation software for interviewing people.

When you open the app and click the Record button on the top-right, you can use it as a traditional dictation app. It doesn't support voice commands, but it has decent intuition as to where the commas and periods should go based on the intonation and rhythm of your voice. Once you're done talking, Otter will start processing what you said, extract keywords, and generate action items and notes from the content of the transcription.

If you're going for long recording stretches where you talk about multiple topics, there's an AI chat option, where you can ask Otter questions about the transcript. This is great to summarize the entire talk, extract insights, and get a different angle on everything you said.

Not all meeting assistants offer dictation, so Otter sits here on this fence between software categories, a jack-of-two-trades, quite good at both. If you want something more specialized for meetings, be sure to check out the best AI meeting assistants . But if you want a pure dictation app with plenty of voice commands and great control over the final result, the other options above will serve you better.

Is voice dictation for you?

Dictation software isn't for everyone. It will likely take practice learning to "write" out loud because it will feel unnatural. But once you get comfortable with it, you'll be able to write from anywhere on any device without the need for a keyboard. 

And by using any of the apps I listed here, you can feel confident that most of what you dictate will be accurately captured on the screen.

How to use speech-to-text on Microsoft Word to write and edit with your voice

• You can use speech-to-text on Microsoft Word through the "Dictate" feature.
• With Microsoft Word's "Dictate" feature, you can write using a microphone and your own voice.
• When you use Dictate, you can say "new line" to create a new paragraph and add punctuation simply by saying the punctuation aloud.

Make sure you have a microphone connected to your computer. This can be built-in, like on a laptop, or a separate mic that you plug into the USB or audio jack. 

It doesn't matter which type you use, though the best kind of mic to use is a headset, as it won't need to compete with as much background noise as a built-in microphone.

1. In Microsoft Word, make sure you're in the "Home" tab at the top of the screen, and then click "Dictate."

2. You should hear a beep, and the dictate button will change to include a red recording light. It's now listening for your dictation. 

3. Speak clearly, and Word should transcribe everything you say in the current document. Speak punctuation aloud as you go. You can also say "New line," which has the same effect as pressing the Enter or Return key on the keyboard. 

4. When you're done dictating, click "Dictate" a second time or turn it off using your voice by saying, "Turn the dictate feature off."

You can still type with the keyboard while Dictate is on, but if you click outside of Word or switch to another program, Dictate will turn itself off.  

Want to change languages? You can click the downward arrow on the Dictate button to choose which of nine or so languages you want to speak. You might also see additional "Preview Languages," which are still in beta and may have lower accuracy.

Speech-to-text alternatives

You're not limited to using the Dictate feature built into Word. While not as popular as they once were, there are several commercial speech-to-text apps available which you can use with Word. 

The most popular of these, Dragon Home , performs the same kind of voice recognition as Word's Dictate, but it also lets you control Word, format text, and make edits to your text using your voice. It works with nearly any program, not just Word.

Dictation software is a type of speech-to-text technology that allows you to create written documents without having to type or write them out. The voice recognition software converts your speech into text and then saves the document in an easily shareable format.

It’s perfect for writers, students, and professionals who need to get their ideas down quickly. With dictation software, you can save yourself time by speaking your thoughts rather than writing them out.

Why use dictation?

Want an edge in writing? I gave speech-to-text dictation a try, and find it’s a must-have for anyone who wants to up their creativity game and work smarter.

Whether you're writing fiction or nonfiction, prepping interview transcripts for ghostwriting, or just trying to get your ideas out of your head fast, dictation software can expedite the process.

Many people find it easier to express their thoughts and ideas aloud, and speaking is quicker than typing (in most cases). It's perfect for writers who want to record their story ideas, and it can also be a useful tool to overcome writer’s block. When you’re having trouble organizing your thoughts, speaking those ideas instead of facing a blank page can be helpful.

Dictation is also an effective way to decrease physical strain. Typing for long periods can lead to physical discomfort or repetitive strain injuries. If you're spending hours behind a keyboard, consider trying it out. Dictation software provides an alternative method of text input, helping to ease strain on the fingers, hands, and wrists.

And of course, the convenience of writing on the go. Dictation software on mobile devices allows you to capture ideas or notes while on the move without needing to stop and type. We can capture writing during a walk outside, commuting to and from work, or even while waiting in line at a gas station using an app on your phone. 

Features of a strong dictation app

There are a few features that I looked at when testing these apps out. Here are the features I found most important: 

Accuracy: The most critical factor in any dictation app is its ability to accurately convert spoken words to written text. A great app needs accurate voice recognition for diverse accents and speech styles.

Real-time Transcription: Real-time transcription can provide writers with instant feedback on their dictation, enabling them to identify areas where they need to improve their writing skills.

Punctuation and Formatting: An app’s punctuation and formatting controls can make it possible for you to speak naturally without naming each punctuation mark.

Customization: The ability to control saving, sharing, and navigating through voice commands is available on some dictation apps. Customization options, such as language models or personalized dictionaries, can also improve accuracy. Adding an unusual name or unfamiliar word to your personalized dictionary will save you editing time.

Let's take a look at the best dictation apps I tried for writers. Note: some of the links below are affiliate links. 

The best dictation apps for writers:

Dragon naturally speaking (dragon professional individual).

Dragon NaturallySpeaking (now called Dragon Professional Individual) has been a leading force in the speech-to-text software market for a long time. The tool provides high accuracy, advanced punctuation and formatting options, support for multiple languages, and can be easily integrated with writing tools.

Initially, there is a learning curve for using this software. You will need time to train it to recognize your voice and speech patterns accurately. Learning how to use voice commands effectively can also take time.

Nuance Communications, the makers of Dragon NaturallySpeaking no longer supports iOS. They offer it for Windows only. However, they have an Apple application called Dragon Anywhere Mobile that is available on both iOS and Android devices. It is a scaled-down version of the Windows application.

I don't have a Windows PC and have not used the Dragon Professional Individual version for Windows. However, I use the Dragon Anywhere Mobile App on my iPad Pro.

The menu is easy to navigate and aside from a couple of missed words, it does a good job transcribing my voice.

Dragon is a little pricey compared to the other apps, but its level of accuracy and customization options might make it an investment worth making as a writer.

Here are some of the main pros and cons for the Dragon Apps: 

Otter.ai transcribes speech in real-time, making note-taking easy during interviews, or brainstorming sessions. Writers can easily record and organize content with this feature and not forget important details.

Otter.ai integrates with writing apps, allowing easy transfer of transcribed text. Writers can keep their writing workflow while using speech-to-text technology for productivity and creativity.

You can access Otter.ai by visiting their website (otter.ai) using a web browser on your computer. It is also available for both iOS and Android devices.

I found Otter.ai to be user-friendly, and it accurately transcribed speech. It automatically added punctuation, and did not require me to give punctuation commands as I dictated. 

The app added a time stamp with every start and stop. It was designed for meeting transcription and can identify multiple speakers within the meeting.

Writer’s will need to copy and paste the transcribed text into an editing software application to edit and remove the time stamps. If you are on a budget, the Basic subscription is a great place to start.

Otter.ai is available as a monthly or annual subscription based on monthly transcription minutes. BASIC – 300 monthly transcription minutes; 30 minutes per conversation. Price: Free

PRO – 1200 monthly transcription minutes: 90 minutes per conversation. Price: $99.99 yearly subscription or $16.99 monthly subscription

Otter.ai is a strong place to start if you're new to speech-to-text apps, as you can try those free features before committing to the larger subscription. 

Speechnotes

Speechnotes offers a user-friendly interface for quick and effortless dictation. Real-time transcription provides instant feedback, improving productivity and usability.

This website application was easy to navigate allowing me to immediately jump in and begin. You have the option to speak punctuation as you go, or to go back and insert by clicking the needed punctuation from the side menu.

You can dictate offline with Speechnotes, but with limitations. Multiple languages are supported, catering to diverse backgrounds and accommodating native language dictation.

It also offers a few ways to move your newly transcribed document from the dictation screen to upload into a Google Doc, Word Doc, or txt file. It also gives you the option to email or print your work from the same screen.

I liked this app. If you get past the ads at the bottom of the screen, then the price is definitely right.  But if ads are bothersome for you, the Premium subscription is very affordable.

Google Docs Voice Typing

Google Docs Voice Typing is a built-in feature of Google Docs that offers real-time transcription, offline support, and extensive language options. It also integrates seamlessly with Google's productivity suite, making it a convenient choice for writers who use Google Workspace.

Google Docs Voice Typing is a built-in feature of Google Docs, available to all Google account users at no additional cost. It's easily accessible and user-friendly for Google Docs users.

The feature transcribes spoken words into text in real-time.

Text-to-Speech with Google Voice is easy to set up from the Google Docs file menu. Select “tools” from the menu bar, and select “voice typing” from the drop down.

It is simple to use. click the microphone to start and stop transcribing. Google Voice Typing accurately transcribed for me, but required me to give punctuation voice commands which slowed the process, but you can even dictate and apply text styles using voice commands.

If you regularly use Google Docs for writing, this is can be easily added to your work in progress.

The price is right for this one, but it doesn't have the additional features or accuracy and sensitivity as some of the other paid app services. 

Apple Pages Dictation

Apple Pages Dictation offers users a hands-free writing experience with real-time transcription. It supports multiple languages and dialects.

There is some set-up required in order to utilize speech to text on Apple Pages. You will need to access settings from your Apple menu, click keyboard settings and turn on Dictation. Once this is completed, voice transcription is activated by double tapping the control key on the keyboard.

It has basic punctuation command capabilities like adding a comma or period. But it was not able to add a new paragraph or new line on command. I had to stop and add the new line manually and then restart by double clicking the control key again.

If you are testing the waters with speech to text, this is an option worth experimenting with if you are an Apple user. Pages comes with every Apple system.

Although dictation software has been around since the 1990s, it was mostly seen as a gimmick due to low accuracy. However, technological advancements have made them more accurate and usable; you can now dictate text with accuracy levels of over 90%. 

The most popular office software, Word, comes with a built-in speech-to-text converter, and it's back engine has almost certainly been helped by Microsoft 's purchase of the Dragon software company, which leads the field when it comes to dictation software for all applications. Apple and Google also provide similar options for their software platforms.

However, there are other competitors worth looking at, according to your needs and budget. Below we list what we think are the best dictation software options currently available.

Dragon Professional Individual dictation software is widely recognized as the best in the business. Dragon products are reliable, easy to use, and among the most accurate available.

Having used Dragon dictation software on our laptop, we can attest to its best-in-class performance. In a 300 word test, the software got 299 words correct. 

Like most advanced dictation software platforms, Dragon software leverages deep learning technology and artificial neural networks. These technologies enable Dragon to adjust its transcription based on several factors, such as the amount of ambient noise, the speaker’s accent, and even the tone with which they speak. 

For businesses, several Dragon dictation products may be suitable. This is because Dragon has gone beyond merely offering one software package for all purposes, and has created dictation software custom-designed for specific industries. The most popular are Dragon Legal, Dragon Medical One, and Dragon Law Enforcement.

2. Dragon Anywhere

So powerful is Dragon’s mobile dictation software that it deserves its own spot on our list. Unlike its desktop counterpart, Dragon Anywhere is purchased through an ongoing subscription, rather than a one-off purchase.

As you might expect, the mobile version of Dragon is a pocket-sized version of the desktop software. There is little if any compromise on performance or accuracy. Dragon Anywhere uses cloud-based datasets and deep learning algorithms to provide a desktop experience on mobile.

Another feature we like is the ability to teach the software new words, expand its vocabulary, and ensure that it works for you, not the other way around. This makes using Dragon Anywhere a stress-free experience.  

One of our only complaints about the platform is that you can only dictate text from within the app. If you want to move the transcribed text to another application, you’ll have to copy and paste it. This puts the platform at a disadvantage compared to in-built dictation software used in Microsoft Word, Google Docs, or on iOS devices.

3. Microsoft Word speech to text

Although not a standalone dictation software platform, we believe Microsoft Word’s dictation functionalities merit a spot on this list. Built directly into Microsoft Word , and included with all Microsoft 365 subscriptions, it is a powerful and accurate dictation tool. 

The platform relies on vast amounts of training data and artificial neural networks, meaning it is continuously improving its ability to transcribe voice to text. Having tested Microsoft’s dictation software, we’re confident it competes in accuracy and ease of use with the leading dictation software providers. 

There are few standout features to mention, but we see this as a strength. Microsoft Word’s dictation software is straightforward to use, with no setup or installations required. It is accessible directly from the Word application, and it only takes one click to begin voice typing. 

Several voice commands enable you to take control of the document. These include punctuation marks and formatting tools. 

A final thing we like about Microsoft Word’s speech to text software is its support for nine different languages, with many more in the testing stage.

One of the few dictation software platforms that can come close to Dragon is Otter. This popular software package is one of the easiest to use. It comes with several advanced features that separate it from some of the lower-ranked providers in this list. 

One of our favorite features is speaker identification. This is ideal for meetings or for when multiple are speaking in succession. When Otter software identifies a change in the speaker, it will signal this in the transcribed text. 

Otter also allows you to record from directly within the app, or import audio and video files stored on your device. And unlike Dragon, an Otter subscription includes a mobile version of the software.

There are three Otter plans available. The free-forever plan is competitive and enables you to transcribe up to 600 minutes of audio per month. The Premium Plan includes 6000 minutes of transcription per month and a suite of premium features. A Teams plan offers all features mentioned above plus enterprise-specific features.

5. Apple dictation

Apple’s built-in dictation software is available for free on all Apple devices. It certainly isn’t the best dictation software overall, but it’s earned the final spot on our list because it is free yet highly functional. 

The software can be accessed directly from the on-screen keyboard on an iOS device, or via a keyboard shortcut on macOS devices. There is no installation or setup required—just activate the software and begin to speak. 

The software is reliable, with an accuracy rate of roughly 95%. However, you can only dictate for short periods at a time, meaning this software isn’t ideal for long texts or for people who dictate throughout their day. 

Apple dictation is ideal for infrequent use or for those who want a free but reliable dictation solution.

6. Google Docs Voice Typing

Google Docs is a popular online world processor offered by Google, the tech giant best known for its search engine. It works just like Microsoft Word but online instead of a desktop app. It’s also free to use, so you don’t have to pay any extra fee for a dictation tool. 

Google Docs allows you to type with your voice. When you open the software, just select Tools > Voice Typing and give it access to your device’s microphone. Then, you can click the pop-up microphone button anytime you want to dictate text. During our test, it was very accurate and typed in the correct words that were dictated. Just ensure you speak loudly and legibly because little pauses and stutters can confuse it. 

All you need to use Google Docs is a working Google account. There’s no setup or installation required; you just have to sign in and open a new document. The drawback is that you can not use the voice typing feature offline.

7. SpeechTexter

SpeechTexter is a free tool that lets you dictate words and convert your voice into text for easy note-taking. You can access it online or download the Android app. There’s no desktop app or app for Apple devices like the iPhone and iPad, which is a drawback. 

One good thing about this tool is that supports many languages other than English. In total, it supports over 70 languages including ranging from English, French, and Chinese to less popular ones like Khmer, Sinhala, and Sundanese. However, we observed complaints from users that SpeechTexter is not as good at transcribing other languages as it does with English. This is not surprising because English is the most popular language globally, meaning more training data is available for the software to recognize English words. 

You’ll have to grant SpeechTexter access to your microphone to use it. Then, you can dictate words and automatically convert them to text. We tested it using English and it was very accurate. The slight flaw we noticed is that SpeechTexter added extra spaces between some words, which needed editing.

8. Braina Pro

Braina Pro is a sophisticated speech recognition program that supports over 100 languages. You can dictate text to your device with ease, e.g., to fill out online forms or type on Microsoft Word. 

You can download the Android or iOS app for Braina Pro. It does not have a dedicated desktop app but, instead, you can turn your iOS or Android device into an external microphone for your desktop and dictate text. This dictation tool is very sophisticated and has high accuracy. It can work in noisy environments even though that isn’t ideal. 

Out of the box, Braina can recognize unusual vocabulary, which is helpful if you’re in a technical field where you use uncommon words. Even at that, you can train the software to recognize custom words and give it custom dictation commands, e.g., “New Line” = start a new line of text or “Space” = insert a space in the document. 

Unlike some other tools on this list, Braina Pro is not free. You have to pay $79 for an annual license and continually renew it or $199 for a lifetime license.

9. Just Press Record

Just Press Record is an audio tool built specifically for iOS users. Transcribing is one of its main features, so you can easily turn your speech into searchable text. This software is user-friendly, having the kind of visually-appealing and smooth interface that iOS is known for. 

Once you launch the app, just tap the button to dictate your words and you'll automatically see them written. It supports over 30 languages, which is large but not as large as some other software on this list. You can set up custom voice commands for the app to prevent punctuation errors. 

One good thing about Just Press Record is that it syncs with iCloud , Apple’s popular cloud storage tool. Thus, you can access your voice recordings and transcribed text from any iOS device linked to your account. For example, you can dictate with your iPhone and switch to your iPad to edit the final text. 

Once you’re done dictating and transcribing your text, you can store it on your device or share it with other people through any app that supports sending audio or text. Likewise, you can keep it in your iCloud account for future use. 

Just Press Record is famous for its ease of use and sophistication. However, it is not free; you’ll have to pay $4.99 to download the app.

When deciding which dictation software to download and use, first consider what your actual needs are, as sometimes free and budget software options may only provide basic options, so if you need to use advanced tools you may find a paid platform is much more worthwhile. Additionally, higher-end software can really cater for every need, so do ensure you have a good idea of which dictation features you think you may require.

We then tested the service to see how the software could be used for different purposes and in different situations. How to Dictate Documents in Microsoft Word

Great for writing speeches or your autobiography

Most people can speak faster than they can type. Take advantage of this superpower by dictating your documents! Using speech-to-text is a great way to quickly get your thoughts down in writing. We’ll show you how to dictate documents in Microsoft Word on a computer or your smartphone.

If you use the Mac or Windows desktop version of Word, you won’t find the dictate button unless you subscribe to Microsoft 365. However, you can use the free Microsoft Word web app or smartphone apps to dictate to your heart’s desire. We’ll assume you have a good internet connection and a device with a microphone enabled. 

How to Use Dictation in Word on Macs, PCs, or the Web

The steps for dictating documents in Word are largely the same, no matter whether you’re using the desktop app or the browser-based version.  

• Launch the Word app, either the desktop app on your Mac or PC or the web app in Chrome, Firefox, or Edge.

• In the Home menu, select the microphone icon.

• If prompted, select the button to Allow the use of your microphone.

• Web app users will see a toolbar with controls for your microphone. Select the microphone icon to begin dictating.

• Once the microphone icon is activated, you can begin speaking, and you’ll see your words appear in the Word document.

• Web users can select the gear icon on the dictation toolbar to choose the spoken language, select which microphone device they want to use, and toggle auto-punctuation and the profanity filter on or off.

• You can use your keyboard or Word’s suggestions to edit your document without needing to turn the microphone off. 
• When you’re finished, you can exit dictation by selecting Close ( X ) in the dictation toolbar or pressing the microphone button on the ribbon again. 

That’s enough to get started with dictating a Word document on a computer. But keep reading for some expert tips and tricks.

How to Use Dictation on Your Smartphone’s Word App

Smartphones are made for dictation. You might feel strange talking to yourself, but it’s certainly faster than using your phone’s tiny keyboard.

Start with a new Word document or open an existing one. Tap the screen where you want to start dictating, and then select the microphone icon. You can choose the microphone icon inside the Word app itself or the icon on your soft keyboard. Either one will work. 

The benefit of using the Word app’s microphone icon is that you’ll have access to some other dictation tools. You’ll see a toolbar with standard punctuation, a spacebar, and a carriage return (new line) button. Sometimes it’s easier to tap those buttons than it is to use voice commands. 

You’ll also have access to the gear icon to adjust the settings like the spoken language, auto punctuation, and the profanity filter.  

The first time you select the microphone icon in the Word app, you may be prompted to grant Word permission to record audio on your phone. You can choose to either allow it every time you use the app or only this time.

At any point, you can always select the Help button, where you’ll find information on all the voice commands you can use. 

Tips and Tricks for Dictating in Microsoft Word

Sure, you can dictate the text of a Word document, but did you know about all the other things you can do in Word with voice commands? You can use your voice to edit, format, create lists, and add a comment. 

Punctuation Tips & Tricks

You’ll get used to saying the names of punctuation marks and symbols when you dictate.

• Add punctuation simply by saying the name of the punctuation mark you want to insert. You can say things like period , comma , new line , and apostrophe . 
• Say open quotes and close quotes .
• You can say ellipsis or dot dot dot … it’s up to you!
• For punctuation like parentheses, brackets, and braces, you can say either left or open bracket (or parentheses or brace) and either right or close bracket (or parentheses or brace). 
• If it’s a character, you can probably dictate it. Try commands like asterisk , m-dash , copyright sign , and degree symbol . 

Editing Tips & Tricks

Think of it this way. You’re the boss and Word is your employee. Just tell Word what you want it to do. 

• If you say delete , Word will delete the last word or punctuation mark that appears before the cursor.
• If you say delete that , it’ll remove the last thing you said.
• You can tell Word to delete a specific word in the middle of a sentence. For example, let’s say you dictated, “You can’t judge a book by its awful cover.” You could say delete awful , and then you’d be left with “You can’t judge a book by its cover.”
• Rather than saying backspace repeatedly to go back several spaces, you can just say backspace [1-100] . In other words, you can say backspace twenty . 
• If you make a mistake, you can always say undo .

Formatting Tips & Tricks

Like the editing tips, you can use voice commands to add formatting to specific words or phrases.

• For simple formatting like bold , italics , underline , and strikethrough , you can pair those commands with words or phrases in your document. For example, in the screencap below, we said, “ bold phrases ,” and it did!
• To undo all the formatting from the document, say clear all formatting . 
• Use the align command to align your text left, right, or center.
• If you’re not sure a particular command exists, try it and find out. For example, you can say, underline last sentence , and Word will know exactly what you mean.
• Creating lists is easy with commands like start list , start numbered list , and exit list .

Bonus Dictation Tips & Tricks

• Say add comment to create a blank comment box that you can type into.
• Even better, say something like add comment I love this paragraph period , and it will insert a comment with the text “I love this paragraph.”

1. Connect a high-quality microphone to your computer.

2. Make sure your microphone is set as the default recording device on your browser.

To go directly to microphone's settings paste the line below into Chrome's URL bar.

chrome://settings/content/microphone

To capture speech from video/audio content on the web or from a file stored on your device, select 'Stereo Mix' as the default audio input.

3. Select the language you would like to speak (Click the button on the top right corner).

4. Click the "microphone" button. Chrome browser will request your permission to access your microphone. Choose "allow".

5. You can start dictating!

Instructions for the web app on a mobile and for the android app

Requirements: - Google app [↗] installed on your Android device. - Any of the supported browsers if you choose to use the web app.

Supported android browsers (not a full list): Chrome browser (recommended), Edge, Opera, Brave, Vivaldi.

1. Tap the button with the language name (on a web app) or language code (on android app) on the top right corner to select your language.

2. Tap the microphone button. The SpeechTexter app will ask for permission to record audio. Choose 'allow' to enable microphone access.

3. You can start dictating!

Common problems on a desktop (Windows, Mac, Linux OS)

Error: 'speechtexter cannot access your microphone'..

Please give permission to access your microphone.

Click on the "padlock" icon next to the URL bar, find the "microphone" option, and choose "allow".

Error: 'No speech was detected. Please try again'.

If you get this error while you are speaking, make sure your microphone is set as the default recording device on your browser [see step 2].

If you're using a headset, make sure the mute switch on the cord is off.

Error: 'Network error'

The internet connection is poor. Please try again later.

The result won't transfer to the "editor".

The result confidence is not high enough or there is a background noise. An accumulation of long text in the buffer can also make the engine stop responding, please make some pauses in the speech.

The results are wrong.

Please speak loudly and clearly. Speaking clearly and consistently will help the software accurately recognize your words.

Reduce background noise. Background noise from fans, air conditioners, refrigerators, etc. can drop the accuracy significantly. Try to reduce background noise as much as possible.

Speak directly into the microphone. Speaking directly into the microphone enhances the accuracy of the software. Avoid speaking too far away from the microphone.

Speak in complete sentences. Speaking in complete sentences will help the software better recognize the context of your words.

Can I upload an audio file and get the transcription?

No, this feature is not available.

How do I transcribe an audio (video) file on my PC or from the web?

I don't see the "Stereo mix" option (Windows OS)

"Stereo Mix" might be hidden or it's not supported by your system. If you are a Windows user go to 'Control panel' → Hardware and Sound → Sound → 'Recording' tab. Right-click on a blank area in the pane and make sure both "View Disabled Devices" and "View Disconnected Devices" options are checked. If "Stereo Mix" appears, you can enable it by right clicking on it and choosing 'enable'. If "Stereo Mix" hasn't appeared, it means it's not supported by your system. You can try using a third-party program such as "Virtual Audio Cable" or "VB-Audio Virtual Cable" to create a virtual audio device that includes "Stereo Mix" functionality.

How to use the voice commands list?

The voice commands list allows you to insert the punctuation, some text, or run some preset functions using only your voice. On the first column you enter your voice command. On the second column you enter a punctuation mark or a function. Voice commands are case-sensitive. Available functions: #newparagraph (add a new paragraph), #undo (undo the last change), #redo (redo the last change)

To use the function above make a pause in your speech until all previous dictated speech appears in your note, then say "insert a new paragraph" and wait for the command execution.

Can I prevent my custom voice commands from disappearing after closing the browser?

SpeechTexter by default saves your data inside your browser's cache. If your browsers clears the cache your data will be deleted. However, you can export your custom voice commands to your device and import them when you need them by clicking the corresponding buttons above the list. SpeechTexter is using JSON format to store your voice commands. You can create a .txt file in this format on your device and then import it into SpeechTexter. An example of JSON format is shown below:

I lost my dictated work after closing the browser.

SpeechTexter doesn't store any text that you dictate. Please use the "autosave" option or click the "download" button (recommended). The "autosave" option will try to store your work inside your browser's cache, where it will remain until you switch the "text autosave" option off, clear the cache manually, or if your browser clears the cache on exit.

Where does SpeechTexter store the saved files?

Version 1.5 and above stores the files in the internal memory.

Version 1.4.9 and below stores the files inside the "SpeechTexter" folder at the root directory of your device.

After updating the app from version 1.x.x to version 2.x.x my files have disappeared

As a result of recent updates, the Android operating system has implemented restrictions that prevent users from accessing folders within the Android root directory, including SpeechTexter's folder. However, your old files can still be imported manually by selecting the "import" button within the Speechtexter application.

How to dictate a document in microsoft word.

Dictate a document on your desktop, dictate a document on the web, dictate a document on your mobile device.

Whether out of necessity or convenience, you can give your keyboard a break and dictate a document in Microsoft Word. You can use the feature in the desktop app, Word for the web, and in the mobile app.

You will need a Microsoft 365 subscription in order to dictate. If you're using Microsoft Office , you may not have the dictation feature. 365 for the web, however, is free for anyone with a Microsoft account.

With your computer's internal microphone, or with a USB microphone in hand, you can dictate your document in Word on both Windows and Mac. Head to the Home tab and click "Dictate."

When the microphone icon appears, you can drag to move it anywhere you like. Click the icon to begin dictating, click again to stop or pause. You can also say "Pause dictation" or "Stop dictation" and can click the icon to resume.

To enable auto-punctuation, change the dialect, or filter sensitive language, click the gear icon to open the Settings.

If you need help with what you can say for things like punctuation, symbols, making corrections, or controlling dictation, click the question mark icon near the microphone to open the Help sidebar.

To stop using dictation , click the "X" in the corner of the icon's window to close it.

The web version of Microsoft Word is free, as long as you have a Microsoft account . The dictation feature is currently available when using Edge, Firefox, Chrome, and Brave  web browsers .

Visit Microsoft Word for the web , sign in, and open your document or create a new one. Go to the Home tab and click the Dictate icon. If it's your first time using the feature, you'll be prompted to allow access to your microphone .

Just like in the desktop application, you'll see a small microphone icon at the bottom. You can move the icon by dragging it. Simply click the icon and begin speaking.

You can pause or stop by clicking the icon again or by saying, "Pause dictation" or "Stop dictation." Then click the icon to continue when you're ready.

To adjust the language, microphone, or other options, click the gear icon near the microphone icon to open the Dictation Settings. Make your changes and click "OK" to save them.

For help with what you can say or specific commands for controlling dictation, click the question mark icon to open the Help panel on the right.

When you finish using dictation, click the "X" in the corner of the icon's window to close it.

If you use Word on your Android device, iPhone, or iPad, dictation can be handy, especially when you're on-the-go. Open your document and tap the microphone icon.

Begin speaking, tap the icon to pause or stop, or say "Pause dictation" or "Stop dictation" just like the desktop and web applications .

To change the settings, tap the gear icon. Make your adjustments and tap the X to save them and return to your document.

For additional help with dictation on your mobile device , tap the question mark icon.

To stop dictating and type instead, simply tap the keyboard icon.

I am using this for a school project so I did not want a program I had to pay for since I am only using it once. At first, it seemed great— was working perfectly and easy to export. But then I realized you are only allowed 3 audio files for free. Even when deleting the files I previously saved, it still won’t let me save new files. Even though it’s the free plan, I don’t think a limit of 3 is reasonable. Because there are people like me using it once, buying more would not ideal

A bill that would force a sale of TikTok by its Chinese owner, ByteDance — or ban it outright — was passed by the Senate on Tuesday and signed into law Wednesday by President Biden.

Now the process is likely to get even more complicated.

Congress passed the measure citing national security concerns because of TikTok’s Chinese ties. Both lawmakers and security experts have said there are risks that the Chinese government could lean on ByteDance for access to sensitive data belonging to its 170 million U.S. users or to spread propaganda.

The law would allow TikTok to continue to operate in the United States if ByteDance sold it within 270 days, or about nine months, a time frame that the president could extend to a year.

The measure is likely to face legal challenges, as well as possible resistance from Beijing, which could block the sale or export of the technology. It’s also unclear who has the resources to buy TikTok, since it will carry a hefty price tag.

The issue could take months or even years to settle, during which the app would probably continue to function for U.S. consumers.

“It’s going to be a royal mess,” said Anupam Chander, a visiting scholar at the Institute for Rebooting Social Media at Harvard and an expert on the global regulation of new technologies.

TikTok pledged to challenge the law. “Rest assured, we aren’t going anywhere,” its chief executive, Shou Chew, said in a video posted to the platform. “We are confident, and we will keep fighting for your rights in the courts.”

Here’s what to expect next.

TikTok’s Day in Court

TikTok is likely to start by challenging the measure in the courts.

“I think that’s the one certainty: There will be litigation,” said Jeff Kosseff, an associate professor of cybersecurity law at the Naval Academy.

TikTok’s case will probably lean on the First Amendment, legal experts said. The company is expected to argue that a forced sale could violate its users’ free speech rights because a new owner could change the app’s content policies and reshape what users are able to freely share on the platform.

“Thankfully, we have a Constitution in this country, and people’s First Amendment rights are very important,” Michael Beckerman, TikTok’s vice president of public policy, said in an interview with a creator on the platform last week. “We’ll continue to fight for you and all the other users on TikTok.”

Other groups, like the American Civil Liberties Union, which has been a vocal opponent of the bill, may also join the legal fight. A spokeswoman for the A.C.L.U. said on Tuesday that the group was still weighing its role in potential litigation challenging the law.

The government will probably need to make a strong case that ByteDance’s ownership of TikTok makes it necessary to limit speech because of national security concerns, the legal experts said.

TikTok already has a strong record in similar First Amendment battles. When he was president, Donald J. Trump tried to force a sale or ban of the app in 2020, but federal judges blocked the effort because it would have had the effect of shutting down a “platform for expressive activity.” Montana tried to ban TikTok in the state last year because of the app’s Chinese ownership, but a different federal judge ruled against the state law for similar reasons.

Only one narrower TikTok restriction has survived a court challenge. The governor of Texas announced a ban of the app on state government devices and networks in 2022 because of its Chinese ownership and related data privacy concerns. Professors at public universities challenged the ban in court last year, saying it blocked them from doing research on the app. A federal judge upheld the state ban in December, finding it was a “reasonable restriction” in light of Texas’ concerns and the narrow scope affecting only state employees.

Analysts estimate that the price for the U.S. portion of TikTok could be tens of billions of dollars.

ByteDance itself is one of the world’s most valuable start-ups , with an estimated worth of $225 billion, according to CB Insights, a firm that tracks venture capital and start-ups.

The steep price tag would limit the list of who could afford TikTok. Tech giants like Meta or Google would probably be blocked from an acquisition because of antitrust concerns.

Private equity firms or other investors could form a group to raise enough money to buy TikTok. Former Treasury Secretary Steven Mnuchin said in March that he wanted to build such a group. And anyone who can pony up the money still has to pass muster with the U.S. government, which needs to sign off on any purchase.

Few others have expressed public interest in buying the app.

The last time the government tried to force ByteDance to sell TikTok in 2020, the company held talks with Microsoft and the software company Oracle. (Oracle and Walmart ultimately appeared to reach an agreement with ByteDance, but the deal never materialized .)

A Complicated Divestment

Even if TikTok approaches a sale, the process of separating TikTok from ByteDance is likely to be messy.

The legislation prohibits any connection between ByteDance and TikTok after a sale. Yet TikTok employees use ByteDance software in their communications, and the company’s employees are global, with executives in Singapore, Dublin, Los Angeles and Mountain View, Calif.

It’s unclear if ByteDance would consider selling TikTok’s entire global footprint or just its U.S. operations, where the company has nearly 7,000 employees.

Breaking off just the U.S. portion of TikTok could prove particularly challenging. The app's recommendation algorithm, which figures out what users like and serves up content, is key to the success of the app. But Chinese engineers work on that algorithm, which ByteDance owns.

During Mr. Trump’s attempt to force a sale in 2020, the Chinese government issued export restrictions that appeared to require its regulators to grant permission before ByteDance algorithms could be sold or licensed to outsiders.

The uncertainty around the export of the algorithm and other ByteDance technology could also deter interested buyers.

China’s Unpredictable Role

The Chinese government could also try to block a TikTok sale.

Chinese officials criticized a similar bill after the House passed it in March, although they have not yet said whether they would block a divestment. About a year ago, China’s commerce ministry said it would “firmly oppose” a sale of the app by ByteDance.

Chinese export regulations appear to cover TikTok’s content recommendation algorithm, giving Beijing a say in whether ByteDance could sell or license the app’s most valuable feature.

It “is not a foregone conclusion by any means” that China will allow a sale, said Lindsay Gorman, a senior fellow at the German Marshall Fund who specializes in emerging tech and China.

China may retaliate against American companies. On Friday, China’s Cyberspace Administration asked Apple to remove Meta’s WhatsApp and Threads from its App Store, according to the iPhone manufacturer. The Chinese government cited national security reasons in making the demand.

The U.S. Senate voted Tuesday to approve a bill that would ban TikTok nationwide unless Chinese parent company ByteDance sells its stake in the popular app. The development will likely result in a court battle between the U.S. and TikTok, which argues that the legislation violates the First Amendment — and if TikTok loses that fight, there’s a real chance it could be shut off for Americans.

TikTok will file a legal challenge once the bill is signed into law , Michael Beckerman, TikTok’s head of public policy for the Americas, wrote in a memo to company staff over the weekend. The legislation is a “clear violation” of the First Amendment, the exec wrote: “This is the beginning, not the end of this long process.” Beckerman also criticized the TikTok divest-or-ban measure as “an unprecedented deal worked out between the Republican Speaker [Mike Johnson] and President Biden.”

Ahead of the vote, Sen. Mark Warner (D-Va.), chair of the Senate Intelligence Committee, delivered comments on the Senate floor Tuesday afternoon about the national security threats posed by ByteDance’s ownership of TikTok. Passage of the bill “goes a long way towards safeguarding our democratic systems from covert foreign influence,” he said, saying that Chinese companies like ByteDance “don’t owe their obligation to their customers, or their shareholders, but they owe it to the PRC [People’s Republic of China] government.”

Sen. Maria Cantwell (D-Wash.), chair of the Senate’s Commerce, Science and Transportation Committee, suggested TikTok and ByteDance are “weaponizing” data and AI to spy on American citizens, the military and government personnel, including journalists covering the company. (In 2022, ByteDance said it fired four employees for “misconduct” after the company found they accessed TikTok data on several users , including two reporters.)

Sen. Ed Markey (D-Mass.) spoke out against the TikTok ban bill before the final vote, saying the more pressing “clear and present danger” is the harm kids face from social media apps more broadly, including from U.S.-based companies.

“I don’t deny that TikTok poses some national security risks,” Markey said. “TikTok has its problems. No. 1, TikTok poses a serious risk to the privacy and mental health of our young people.” But he said the bill likely would result in “widespread censorship,” and he suggested that the bill’s supporters object to liberal political viewpoints popular on TikTok. “Instead of suppressing speech on a single application, we could be addressing the root of the mental health crisis by targeting Big Tech’s pernicious, privacy-invasion business model of teenagers and children in our country,” Markey said.

TikTok has said the bill, if it becomes law, would infringe the free-speech rights of its 170 million U.S. users and “devastate” the estimated 7 million American businesses on the platform. It claims TikTok contributed $24 billion to the U.S. economy in 2023 .

The TikTok divest-or-ban legislation has been opposed by the ACLU and other advocacy groups.

“This is still nothing more than an unconstitutional ban in disguise,” Jenna Leventoff, senior policy counsel at the ACLU, said in a statement Tuesday prior to the Senate vote. “Banning a social media platform that hundreds of millions of Americans use to express themselves would have devastating consequences for all of our First Amendment rights, and will almost certainly be struck down in court.”

Because of its Chinese ties, TikTok has been a political football in the United States for years, as well as in other countries (including India, where it’s been banned since June 2020 ). TikTok has prevailed in challenging other laws in the U.S. seeking to ban the app. Last December, a  federal judge blocked Montana’s first-of-its-kind statewide ban of TikTok , ruling that the law likely violated the First Amendment. An attempt by the Trump administration to  force ByteDance to sell TikTok or face a ban also was found unconstitutional  by federal courts on First Amendment grounds.

Backers of the TikTok bill argue that it doesn’t restrict free speech, saying it only requires apps to be owned by a company that isn’t subject to the control of an adversarial foreign government. As a precedent, the legislation’s proponents point to the 2020 sale of dating app Grindr by Chinese gaming company Beijing Kunlun Tech Co. to a group of U.S.-based investors, a transaction forced by the U.S. government over concerns about the privacy of the app’s users.

Per the text of the bill, legal challenges to the “Protecting Americans From Foreign Adversary Controlled Applications Act” may be filed only in the U.S. Court of Appeals for the District of Columbia Circuit.

If TikTok is unsuccessful in getting the divest-or-ban law overturned, it is unlikely that ByteDance would sell its ownership stake — and that the app would effectively become outlawed in the U.S. Chinese officials have  said the government would “firmly oppose”  any forced sale of TikTok, which would represent a technology export and be subject to the government’s approval. “You’re not going to be able to force ByteDance to divest,” James Lewis, SVP at the Center for Strategic and International Studies,  told  the New York Times last month.

There are multiple tools for listening to your Word documents: 

Read Aloud     reads all or part of your document. You can use Read Aloud on its own or within Immersive Reader for Word in Windows and MacOS.

Immersive Reader     is a set of tools that help improve reading fluency and comprehension. For more information about Immersive Reader, see Learning Tools in Word .

Speak     reads only the text you've selected. Speak is available for Windows only. For more information about Speak, see Use the Speak text-to-speech feature to read text aloud .

Narrator      is the Windows Screen reader app that reads your dialog boxes, buttons, and other user interfaces as well as the text. For more information about Narrator, see Using Windows Narrator in Office for the web .

Speech      is a built-in accessibility feature of MacOS. When you set up Speech preferences in your Mac system preferences, you can select text and have it read by pressing a keyboard combination you’ve defined.

President Biden has signed a law that gives ByteDance up to a year to fully divest from TikTok, or face a nationwide ban.

President Biden on Wednesday signed a law that would ban Chinese-owned TikTok unless it is sold within a year.

It is the most serious threat yet to the video-streaming app's future in the U.S., intensifying America's tech war with China.

Still, the law is not expected to cause any immediate disruption to TikTok, as a forthcoming legal challenge, and various hurdles to selling the app, will most likely cause months of delay.

The measure was tucked into a bill providing foreign aid for Israel, Ukraine and Taiwan. The law stipulates that ByteDance must sell its stake in TikTok in 12 months under the threat of being shut down.

U.S. bans noncompete agreements for nearly all jobs

The move is the culmination of Washington turning the screws on TikTok for years.

Chinese tech giant ByteDance, in 2017, purchased the popular karaoke app Musical.ly and relaunched the service as TikTok. Since then, the app has been under the microscope of national security officials in Washington fearing possible influence by the Chinese government.

Despite concerns in Washington, TikTok has soared. It has become the trendsetter in the world of short-form video and is used by 170 million Americans, which is about half of the country. It is where one-third of young people get their news, according to Pew Research Center.

Yet lawmakers and the Biden administration argue that as long as TikTok is owned by a Chinese company, it is beholden to the dictates of China's authoritarian regime

"Congress is not acting to punish ByteDance, TikTok or any other individual company," said Democratic Sen. Maria Cantwell, who chairs the Senate Commerce Committee, in remarks on the Senate floor Tuesday afternoon.

"Congress is acting to prevent foreign adversaries from conducting espionage, surveillance, maligned operations, harming vulnerable Americans, our servicemen and women, and our U.S. government personnel."

In a video posted to the platform soon after Biden signed the bill, TikTok CEO Shou Zi Chew said he is confident TikTok would win in court, adding that users should not expect issues with the app in the meantime.

"Rest assured, we aren't going anywhere," Chew said. "The facts and the Constitution are on our side and we expect to prevail again."

Tiktok plans to take biden administration to court over the law.

If not sold within a year, the law would make it illegal for web-hosting services to support TikTok, and it would force Google and Apple to remove TikTok from app stores — rendering the app unusable with time.

It marks the first time the U.S. has passed a law that could trigger the ban of a social media platform, something that has been condemned by civil liberties groups and constitutional scholars.

TikTok has vowed to take the Biden administration to court, claiming the law would suppress the free speech of millions of Americans.

The sentiment was echoed by Kate Ruane, who runs the Center for Democracy & Technology's Free Expression Project, who said the law is unconstitutional and a blow to free expression in the U.S.

"Congress shouldn't be in the business of banning platforms," Ruane said. "They should be working to enact comprehensive privacy legislation that protects our private data no matter where we choose to engage online."

Selling TikTok won't be so easy

Any company, or set of investors, angling to purchase TikTok would have to receive the blessing of the Chinese government, and officials in Beijing have strongly resisted a forced sell.

In particular, ByteDance owns the engine of TikTok, its hyper-personalized algorithm that pulls people in and keeps them highly engaged with their feed.

Chinese officials have placed content-recommendation algorithms on what is known as an export-control list, meaning the government has additional say over how the technology is ever sold.

Law took TikTok by surprise

By almost any measure, the law passed rapidly, and it caught many inside TikTok off guard, especially because the company had just breathed a sigh of relief.

Last month, the House passed a bill to compel TikTok to find a buyer, or face a nationwide ban, but the effort stalled in the Senate.

The legislation gave TikTok a six-month window to find a buyer, which some senators said was too little time.

A new push, this time attaching the divest-or-be-banned provision to foreign aid, fasted-tracked the proposal. It mirrors last month's attempt, but it extends the sell-by deadline, now giving TikTok nine months to find a buyer, with the option of a three-month extension if a potential acquisition is in play.

Sen. Markey: 'American companies are doing the same thing'

Lawmakers from both parties have argued that TikTok poses a national security risk to Americans, since the Chinese government could use the app to spy on Americans, or influence what U.S. users see on their TikTok feeds, something that has gained new urgency in an election year.

But some have pushed back, including Democratic Sen. Edward Markey of Massachusetts. He said on the Senate floor on Tuesday that there is "no credible evidence" that TikTok presents a real national security threat just because its parent company is based in China.

National intelligence laws in China would require ByteDance to hand over data on Americans if authorities there sought it, but TikTok says it has never received such a request.

Markey said concerns about digital security, the mental health of young people and data privacy should be addressed with comprehensive legislation encompassing the entire tech industry, not just TikTok.

"TikTok poses a serious risk to the privacy and mental health of our young people," Markey said. "But that problem isn't unique to TikTok and certainly doesn't justify a TikTok ban," he said. "American companies are doing the same thing, too."
