About this rating

On July 1, 2024, numerous online users  criticized U.S. President Joe Biden for reading aloud the words "end of quote" from a teleprompter during a White House speech he delivered the same day. Some other users' posts only vaguely implied Biden made the purported mistake.

For example, the X account for TheLeadingReport.com (@LeadingReport) posted ( archived ), "BREAKING: Joe Biden reads 'end of quote' during his speech."

Outkick.com founder Clay Travis (@ClayTravis) claimed ( archived ) on X, "After four days of debate criticism, Joe Biden Ron Burgundy'd it and reads 'end of quote' from the teleprompter during a four minute speech after which he took no questions."

A user named @DonaldTNews also posted ( archived ), "BREAKING: King Biden just read 'end of quote' on the teleprompter once again. What's your reaction?"

The truth was Biden did not "Ron Burgundy" his remarks (a reference to  scenes from the 2004 film "Anchorman"), as the X post claimed.

Biden correctly read the words "end of quote," notifying viewers and listeners he had finished reading an excerpt from a dissenting opinion written by U.S. Supreme Court Justice Sonia Sotomayor. The remark occurred during Biden's July 1 speech addressing the court's ruling earlier that day that presidents have broad immunity from criminal prosecution.

We contacted the White House by email to ask whether they had a statement to share regarding this misinformation promoted about the president. We will update this story if we receive a response.

Here's What Biden Said Prior to 'End of Quote'

A video of Biden's speech revealed the truth of the matter. Here's what he said:

I know I will respect the limits of the presidential power, as I have for three and a half years. But any president, including Donald Trump, will now be free to ignore the law. I concur with Justice Sotomayor's dissent today. She… here's what she said. She said, "In every use of official power, the president is now a king above the law. With fear for our democracy, I dissent." End of quote. So should the American people dissent. I dissent. May God bless you all. And may God help preserve our democracy. Thank you. And may God protect our troops.

Misinformers Repeatedly Seize on Biden's Public Appearances

Throughout Biden's presidency, online users promoted misinformation regarding his public appearances, no matter the function's seriousness, theme or list of attendees.

For example, during Biden's first year in office, users shared an altered picture claiming Biden's teleprompter displayed the words "leave now" to help alert him when he should exit the room.

In 2022, users falsely claimed  Biden read "end of quote" aloud during a speech when he wasn't supposed to. The following year, users  shared a misleading video featuring altered audio from an event at which he simply attempted to share an early Thanksgiving meal with U.S. soldiers and their families. Users also posted  false information and at least one fake video regarding his visit to the site of the 2023 Maui wildfires.

In the months leading up to the 2024 presidential election, users claimed , without evidence, that videos of Biden purportedly "freezing" and "malfunctioning" at public events indicated some undisclosed medical issue. In another widely shared false rumor, users claimed Biden attempted to sit in an "invisible chair" while honoring past military members in Normandy, France, during a ceremony on the 80th anniversary of the D-Day landings.

Good morning, I will shortly be seeing His Majesty the King to offer my resignation as Prime Minister.

To the country, I would like to say, first and foremost, I am sorry.

I have given this job my all. 

But you have sent a clear signal that the government of the United Kingdom must change…

…and yours is the only judgement that matters. 

I have heard your anger, your disappointment; and I take responsibility for this loss. 

To all the Conservative candidates and campaigners who worked tirelessly but without success…

…I am sorry that we could not deliver what your efforts deserved. 

It pains me to think how many good colleagues…

…who contributed so much to their communities and our country…

…will now no longer sit in the House of Commons. 

I thank them for their hard work, and their service. 

Following this result, I will step down as party leader…

…not immediately, but once the formal arrangements for selecting my successor are in place. 

It is important that after 14 years in government the Conservative Party rebuilds…

…but also that it takes up its crucial role in Opposition professionally and effectively.

When I first stood here as your Prime Minister, I told you the most important task I had was to return stability to our economy.

Inflation is back to target, mortgage rates are falling, and growth has returned. 

We have enhanced our standing in the world, rebuilding relations with allies…

…leading global efforts to support Ukraine…

…and becoming the home of the new generation of transformative technologies. 

And our United Kingdom is stronger too: with the Windsor Framework, devolution restored in Northern Ireland, and our Union strengthened.

I’m proud of those achievements. 

I believe this country is safer, stronger, and more secure than it was 20 months ago.

And it is more prosperous, fairer, and resilient than it was in 2010.

Whilst he has been my political opponent, Sir Keir Starmer will shortly become our Prime Minister. 

In this job, his successes will be all our successes, and I wish him and his family well.

Whatever our disagreements in this campaign, he is a decent, public-spirited man, who I respect.

He and his family deserve the very best of our understanding, as they make the huge transition to their new lives behind this door…

…and as he grapples with this most demanding of jobs in an increasingly unstable world.

I would like to thank my colleagues, my Cabinet, the Civil Service - especially here in Downing Street…

…the team at Chequers, my staff, CCHQ…

…but most of all I would like to express my gratitude to my wife Akshata and our beautiful daughters.

I can never thank them enough for the sacrifices they have made so that I might serve our country. 

One of the most remarkable things about Britain is just how unremarkable it is…

…that two generations after my grandparents came here with little, I could become Prime Minister…

…and that I could watch my two young daughters light Diwali candles on the steps in Downing Street.

We must hold true to that idea of who we are…

…that vision of kindness, decency, and tolerance that has always been the British way.

This is a difficult day, at the end of a number of difficult days.  

But I leave this job honoured to have been your Prime Minister. 

This is the best country in the world and that is thanks entirely to you, the British people…

From red wall to King’s Speech, UK elections have a vocabulary all their own. Here’s what to know

The UK will hold its first national election in almost five years on Thursday, with opinion polls suggesting that Prime Minister Rishi Sunak’s Conservative Party will be punished for failing to deliver on promises made during 14 years in power. The centre-right Conservatives took power during the depths of the global financial crisis and have won three more elections since then. But those years have been marked by a sluggish economy, declining public services and a series of scandals, making the Tories, as they are commonly known, easy targets for critics on the left and right. The Labour Party, which leans to the left and is lead by Sir Keir Starmer, is far ahead in most opinion polls after focusing its campaign on a single word: Change.

LONDON (AP) — United Kingdom elections have a distinct vocabulary that draws on traditions of parliamentary democracy as well as modern political slogans and spin.

As voters go to the polls Thursday to elect a new government, The Associated Press deciphers some key words and phrases:

Luxury coaches rented by the main political parties to whisk politicians and journalists around the country for campaign visits during the five-week campaign. Labour has a red bus emblazoned with the word “change,” while the Conservatives’ blue bus promises a “clear plan, bold action, secure future.” The centrist Liberal Democrats’ yellow bus has taken leader Ed Davey on a headline-grabbing journey that has involved paddleboarding, rollercoaster-riding, Zumba and bungee-jumping.

A swath of seats in southern England, the wealthiest part of the country, where voters traditionally have supported the Conservative Party, whose traditional color is blue. With the Conservatives trailing in the polls, the centrist Liberal Democrats are targeting these affluent, socially liberal voters and hope to snatch some of the seats. See also: Red Wall.

Britain’s departure from the European Union , triggered by a 2016 referendum and completed in 2020, was the country’s most seismic, and divisive, act in decades. Yet it has featured little in the election campaign. The Conservatives don’t want to acknowledge that many of the promised economic benefits haven’t materialized. Labour doesn’t want to reopen old wounds or alienate Brexit-backing voters. So Brexit has become something of a political Voldemort — that which mustn’t be named.

Coalition government

A rarity in the United Kingdom, a coalition government is one in which two or more political parties divide up ministerial posts, compromise on policies and agree to govern in concert. The Conservative-Liberal Democrat coalition of 2010-2015 was Britain’s first since World War II.

Used to describe an electoral system in which the candidate with the highest number of votes in each district wins, even if that person doesn’t gain a majority of votes cast. The system tends to favor the two big parties, Conservatives and Labour, which historically have won a majority of seats in Parliament, while taking well under half the votes.

House of Commons

The lower house of Parliament has 650 seats, each representing a district of the U.K. The leader of the party with enough seats to command a majority — either alone or in coalition — becomes prime minister and leads the government.

House of Lords

The unelected upper house of Parliament scrutinizes legislation passed by the Commons. It’s made up of peers appointed for life by political parties, along with a smattering of judges, bishops and hereditary nobles. Its ballooning size and undemocratic nature are often criticized but reform has proved difficult.

Hung Parliament

An outcome in which no single party holds a majority of seats in the House of Commons. In that case, parties will try to forge agreements that will assemble a working majority, enabling a government to pass laws. If opinion polls giving Labour a double-digit lead are borne out on polling day, this is an unlikely result.

King’s Speech

An annual speech — read by the monarch at the ceremonial State Opening of Parliament — that is written by the government and outlines its legislative program. This year’s speech will be delivered by King Charles III on July 17, and will lay out the plans of either Labour leader Keir Starmer or Conservative leader Rishi Sunak .

Majority/minority government

A majority government is formed by a party that holds more than half the seats in the House of Commons. Minority government occurs when a party that doesn’t have a majority of seats governs alone, relying on support from smaller parties on a vote-by-vote basis. Minority governments tend to be short-lived — the most recent lasted from 2017 to 2019.

Marginal seat

Constituencies won by a small margin and thus more likely to switch hands in an election. The opposite is a safe seat.

A string of seats in England’s Midlands and north once dominated by mining, steelmaking and other heavy industries that traditionally voted Labour, whose traditional color is red. Supermajority

An American term with no clear meaning in Britain, introduced into the U.K. election by the Conservatives in an attempt to shore up the party’s vote by warning that Labour could get untrammeled power if it wins too many seats in Parliament.

Swingometer

A fixture of the BBC’s election night coverage for decades, a pendulum-style representation of the percentage of voters who have shifted from one party to another, used to predict the outcome in parliamentary seats. Once an actual prop, it’s now delivered through digital graphics.

Tactical voting

Describes the practice of voters backing a party they wouldn’t usually support in order to defeat another candidate. There has been speculation this election could see high levels of tactical voting by centrist and left-leaning electors to oust Conservatives.
