Ph.D. Graduates Stream

Ontario PhD Graduate Stream offers a pathway to permanent residency in Ontario for international students who hold a PhD degree from one of Ontario’s 19 eligible universities, all without requiring a job offer. Candidates must have completed their PhD  within the last two years, demonstrating language proficiency of CLB 7 or higher, showing ties to the province, and having sufficient settlement funds. The application process involves creating an Expression of Interest (EOI) profile, receiving an Invitation to Apply (ITA), submitting required documents, and, upon receiving a provincial nomination, applying for permanent resident status through the federal government. Processing times range from 90 to 120 days, and the application fee is $1,500 CAD. 

Ontario PhD Graduate Stream: Immigrate without a job offer

Ontario’s PhD Graduate Stream is a pathway for international students with a PhD degree from an eligible Ontario university to get their PR, even without having a job offer. This program is not an express entry stream, so processing times are longer. And thus, unlike some of the other OINP streams, for the PhD graduate stream in Ontario, the applicants must create an expression of interest in OINP.

  • Minimum Eligibility Criteria:

To be eligible for the OINP PhD Graduate Stream, individuals must have the following criteria and apply with proper proof of documentation:

  • Have graduated from an existing PhD program from one of the 19 eligible  universities in Ontario; 
  • At least two years of your PhD studies must have been completed while legally living and studying in Ontario..
  • Apply  within two years of completing the requirements necessary to obtain the PhD degree. For example, if your degree is dated June 1, 2023, you must have registered an EOI, received an Invitation to Apply, and submitted your application on or before June 1, 2025.
  • Residing in Ontario with legal status, not another province, while applying from inside Canada must show legal status and keep that status until receiving a nomination (i.e., study permit, work permit, visitor record) OR apply outside of Canada.
  • Must prove the residency in Ontario. At least 12 months of residency in Ontario in the last two years before the application submission date is required;
  • Intention to live and work in Ontario. Past study, work or travel history plays a vital role in assessing the intention. The OINP assess this through different series of factors; 
  • Proof of funds as demonstrated by bank statements or statements of accounts showing other investments, such as fixed-term deposits and mutual funds, that can be readily converted to cash.
  • Proof of having annual earnings from ongoing employment in Ontario; and/or 
  • Having a job offer in Ontario.
  • You can also use a combination of your job offer and savings to meet the desired funds requirements e.g. $30,000 salary and $6,000 in savings.

Not all applicants who meet the eligibility criteria will receive an ITA. In order to receive an ITA, you must also score enough points on the scoring scale. To calculate your points, use this free calculator.

In 2023, OINP invited 486 applicants through the PhD stream, in 5 different rounds of invites. The lowest scores ranged from 39-48. So, if you’re in this range, you may have a good chance of success with this program.

2. Attestation

  • Complete, sign, and upload the Attestation Form in the Required Documents section on the application submission date.

3. Identity Documents

  • Scan of a physical photo, meeting passport/visa requirements.
  • Scan and upload the personal details page, pages with Canadian visas, and entry stamps.
  • Scan and upload personal details page for each dependent family member.

4. Status Documents in Canada

  • Work permits, study permits, temporary resident visas, and other Canadian immigration documents.
  • Implied status documents (if applicable): IRCC acknowledgment letter, IRCC fee receipt, post office mailing receipt.

5. Residency in Ontario Documents

  • Phone, hydro, or energy bills.
  • Car or home insurance.
  • Lease or rental agreement.
  • Pay slips from an Ontario employer.

6. Education Documents

  • If degree granted: scan and upload PhD degree and official transcripts.
  • If degree not yet granted: scan and upload official letter and official transcripts.
  • Include documentation for other degrees, diplomas, or certificates.

7. Language Test Results

  • Upload results of an approved English or French language test (taken within the last two years).
  • English tests: IELTS (General Training), CELPIP (General).
  • French tests: TEF Canada, TCF Canada.

8. Settlement Funds Requirement Documents

  • Bank statements (last three months).
  • Letter from financial institution for investment accounts.
  • Employment documents (if using ongoing employment in Ontario).
  • Job offer letter (if using job offer in Ontario).
  • Redact credit card numbers before uploading.
  • Upload the most current resumé detailing work experience, education, contact information.

10. Intention to Reside in Ontario Documents

  • List established ties to Ontario (employment, education, volunteer work, lease agreements, etc.).
  • Provide a statement of intent if no ties exist.

11. Expression of Interest Scoring Factors Documents

  • Work Permit Status in Canada : Upload relevant permits and implied status documents.
  • Earnings History : Notice of Assessment(s) by CRA for the last five years.
  • Highest Level of Education : Degree, diploma, certificate, or Educational Credential Assessment (ECA).
  • Field of Study : Official transcript from Canadian institution.
  • Canadian Education Experience : Credential from eligible Canadian institution.
  • Official Language Ability : Language test results.
  • Regional Immigration : Transcript from Canadian institution for location of study.

Important Notes:

  • All documents are mandatory unless otherwise stated.
  • Avoid including non-mandatory documents to prevent application delays.
  • Ensure all scans are clear and complete.
  • Redact sensitive information like credit card numbers before uploading.

Application Process

Following are the steps to the OINP PhD Graduate stream: 

  • Create a profile and upload all documents to OINP’s Express of Interest System 
  • Based on the profile, OINP will score and rank the profile. Receive an Invitation to Apply (ITA); and submited your application to OINP within the next 14 days by submitting all necessary documents through Ontario’s e-Filing portal. 
  • Receive a provincial nomination from the OINP. The OINP may request additional supporting documents while processing the PhD Graduate Stream application.

Processing Times and Fees:

The processing times for PhD Graduate stream application are estimated to be 90 to 120 days. However, some applications may need more time to process if they are more complex or require more documents and/or information. The fee for this stream is similar to Express Entry Streams, set at $1,500 CAD. Application fees can only be refunded if the processing of the application has not started, either (i) if the applicant withdraws his/her application before processing starts or (ii) if the application is returned as being incomplete by the OINP.

Successful applicants to this Provincial Nominee Program (PNP) will receive a provincial nomination from Ontario, allowing the applicant to apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent resident status. The spouse/common-law partner of the applicant, as well as any dependent children, may also be included on the application.

Eligibility requirements

Please note: this stream uses a points-based ranking system to invite candidates to apply for nomination. Meeting the minimum eligibility criteria does not guarantee you will receive an invitation. Refer to the section below for details on the points breakdown .

In order to be eligible for the OINP PhD Graduate stream, candidates must meet the following requirements:

PhD degree from an eligible university in Ontario

Candidates must have completed the requirements to obtain a PhD degree from an eligible Ontario university. To qualify for the OINP PhD Graduate stream, at least two years of the PhD studies must have been completed while legally living and studying in Ontario. The PhD must have been completed at one of the eligible Ontario universities listed here:

Language proficiency test

You must take an approved language test demonstrating proficiency in either English or French consistent with (or above) the Canadian Language Benchmark of Level 7 (CLB 7). This test must be less than two years old at the time you submit you application.

Settlement Funds

You must have enough money to support yourself and your dependent family members when you settle in Canada. You can meet this requirement through one or a combination of:

  • funds as demonstrated by the balance listed in bank statements, or statements of accounts showing other investments such as non-locked in, fixed term deposits, mutual funds, etc.
  • annual earnings from ongoing employment in Ontario
  • a job offer in Ontario

Other eligibility criteria

Candidates must meet several additional eligibility criteria in order to apply:

  • have the intention to reside in Ontario
  • have lived legally in Ontario for at least one year in the two years prior to applying
  • apply within two years of completing the requirements necessary to obtain the master’s degree
  • be medically and criminally admissible to Canada

Application procedure

To apply to the OINP PhD Graduate stream, candidates must follow these five steps:

Step One: Submit an Expression of Interest (EOI)

The OINP PhD Graduate stream uses a points-based ranking system to invite the top-ranked candidates to apply. In order to be considered for an invitation to apply (ITA), candidates must begin by submitting an Expression of Interest (EOI) using the OINP e-Filing Portal .

After submitting an EOI, candidates will receive a score based on the OINP EOI Selection System .

Step Two: Receive an Invitation to Apply (ITA)

Periodically, the OINP will conduct a draw for candidates. In these draws, invitations will be issued to candidates who have submitted EOIs and received a certain threshold of points.

Step Three: Submit an application for provincial nomination

Once a candidates receives an invitation to apply (ITA), they are given 14 calendar days to submit an application. These applications can be submitted electronically using a ONe-key account . Applications require extensive personal information and supporting documentation — ensure you’re ready if you receive an ITA.

Step Four: Receive a provincial nomination

The processing time varies for OINP applications. Generally, an application will be processed somewhere between 30 and 150 days. If an application is approved, the applicant receives a formal provincial nomination from the province of Ontario.

Step Five: Submit a federal application for permanent resident status

With a provincial nomination, candidates are eligible to submit an application to the federal government for permanent resident status. This application will include extensive personal information and supporting documentation — similar to the application for provincial nomination.

Notably, the PhD Graduate stream is not aligned with Canada’s Express Entry system — this means that the applications are processed at a slower pace. Applicants should be prepared to wait more than one year for applications to be processed.

The OINP PhD Graduate stream uses a points-based ranking system to assess Expressions of Interest (EOI) submitted by candidates. Periodically, Ontario will invite candidates with a certain threshold of points to apply — refer to the draw history for more details .

Ontario PhD Graduate Stream

The Ontario PhD Graduate stream gives international students, who have graduated from a PhD program at an eligible university in Ontario, the opportunity to immigrate permanently to Ontario without the requirement of a job offer. 

Applicants who are successfully nominated under the Ontario Immigrant Nominee Program (OINP's) PhD Graduate Stream may apply to Immigration, Refugees and Citizenship Canada (IRCC) for Canadian permanent resident status. 

Eligible PhD graduates do not need a job offer to apply.

Eligibility Requirements

In order to be eligible for the OINP PhD Graduate Stream, individuals must:

  • Have completed all the necessary requirements to obtain a PhD degree from an eligible Ontario university with  at least two years  of the degree requirements completed while lawfully living and studying in Ontario;
  • The applicant will be required to provide documentation with his or her full name and address in Ontario to prove that this requirement is met. For example, phone bill, car insurance, hydro/energy bill, leasing document, etc.
  • Dependent family members include: Spouse or common-law-partner, children under the age of 22 and their children.
  • Submit the application within two years of the date on which the PhD was granted;
  • Intend to live and work in Ontario; and
  •  The OINP accepts applications from potential applicants who are on  maintained status  at the time of applying. 

Settlement Funds 

Potential applicants to the OINP PhD Graduate Stream can demonstrate they have sufficient funds to economically establish themselves in Canada through one or a combination of the following:

  • Funds as demonstrated by the balance listed in bank statements, or statements of accounts showing other investments such as non-locked in, fixed term deposits, mutual funds, etc; 
  • Annual earnings from ongoing employment in Ontario; and/or
  • A job offer in Ontario.

If an applicant uses employment or a job offer in Ontario to meet the settlement funds requirement, he or she must include an employment contract/job offer letter indicating the position, hours of work, and wage. If currently working in Ontario, the applicant must provide two (most) recent pay slips as proof of funds. 

Ties to Ontario

While potential applicants to the PhD Graduate Stream do not need to be residing in the province at the time of applying, all applicants must intend to reside in Ontario.

Potential PhD Graduate Stream applicants can demonstrate a connection to Ontario by listing his or her ties to the province, which can include: 

  • Current and/or previous employment in Ontario;
  • Job offers or jobs applied/interviewed for in Ontario;
  • Education in Ontario;
  • Volunteer work in Ontario;
  • Lease agreements for a residence in Ontario or property ownership;
  • Professional networks and affiliations;
  • Family ties;
  • Social connections or personal relationships; and/or
  • Previous visits to Ontario.

Application Period

An applicant's degree must be dated within two years of the OINP application submission date. For example, if the degree is dated June 1, 2017, the eligible graduate must apply before June 1, 2019. If the degree has not yet been granted, the applicant can use the date indicated on an official letter from the academic institution indicating when the degree will be granted.

Before applying.

Prior to submitting an application, the OINP encourages potential applicants to review the eligibility criteria, document checklist, and ensure that the application is complete. All documents uploaded to Ontario's e-Filing portal must be clear and legible.

The OINP may request additional documents from PhD Graduate Stream applicants during the processing of the application. 

Applying for the PhD Graduate Stream online through the OINP's e-Filing portal may take approximately two hours to complete. 

Once a registration to apply is submitted through the OINP's online system, the applicant has  14 calendar days  to complete and submit the application or the registration will expire and get withdrawn. The OINP encourages applicants to complete an application before submitting a payment. Once an application is submitted to the OINP, the applicant will not be able to make any changes.

Applicants are responsible for the translation and notarization of any supporting documents that are not in English or French. It is the responsibility of the applicant to locate a certified translator accredited by the  Association of Translators and Interpreters of Ontario (ATIO)  and/or obtain a notarization of documents translated by a translator not certified by the ATIO.

If an applicant located in Ontario is not able to find a certified translator accredited by the ATIO, the translation must be notarized. A letter explaining the reasoning and efforts taken to locate a certified translator must included with the application. 

If applying from outside Ontario, the translation must be notarized. If deemed insufficient, the OINP may require applicants to obtain a translation from a certified translator accredited by the ATIO. Translations completed by the applicant, their representative, or others with personal ties to the applicant will not be accepted even if these individuals are considered certified translators. 

After Applying

If the OINP considers an application to be incomplete, individuals looking to apply for the OINP PhD Graduate Stream will be required to resubmit a new application. The OINP may consider an application to be incomplete if inaccurate supporting documents are provided or documents that require translation are not certified or notarized. 

Applicants who believe the OINP's decision was made in error may request an internal review of the application within 30 calendar days of receiving the notice of the decision (if residing in Canada) or within 60 calendar days if residing overseas. The request must not include any evidence that was not submitted to the program before the decision was made unless the evidence was not reasonably available at the time of applying. The OINP's internal review decision is final. 

If the application is successful, applicants will be issued a Letter of Nomination (Nomination Approval Letter) and a Confirmation of Nomination (OINP Certificate of Nomination). 

The next step after obtaining a nomination from the OINP is to submit a Canadian permanent residence application to IRCC within six (6) months of being nominated by the OINP. Applicants must include a copy of both the Letter of Nomination and the OINP Confirmation of Nomination with their permanent residence application to IRCC. 

The OINP states that a nomination does not guarantee the approval of an application for Canadian permanent residence with IRCC. The OINP requires that nominees continue to demonstrate, on a reasonable basis, the intention to reside in Ontario.

While nominations are valid for a six-month period, the nominee may submit a request for an extension of the Nomination Certificate if it is no longer valid and: 

  • IRCC returns the permanent residence application due to incompleteness requiring the submission of a new application; or 
  • the nominee is experiencing delays in securing supporting documents for the permanent residence application (i.e. a police criminal record check) and has not yet applied to IRCC.

Who is not Eligible to Apply for the PhD Graduate Stream?

The following individuals are not eligible to apply under the Ontario PhD Graduate Stream:

  • Individuals who have not yet completed their PhD degree. The OINP will not accept applications from international students who are in their final semester of studies. Applicants must have met all the degree requirements at the time of application.
  • Individuals who completed their PhD degree more than two years ago.
  • Individuals who are the recipient of a grant, bursary, or scholarship that requires them to return to their home country or another jurisdiction (another Canadian province/territory or another country) after the completion of their studies (provided that the obligations have not been fulfilled).
  • Individuals who currently live in Canada without legal status.

The Ontario Immigration Nominee Program ( OINP ) uses an expression of interest system to select individuals who may meet the criteria for one of the immigration streams identified below.

If we identify you from the candidate pool, you will receive an invitation to apply in your OINP e‑Filing Portal account.

Receiving an invitation to apply does not mean that you qualify for one of our streams.

After you receive an invitation to apply, you may apply online if you qualify under the stream identified in your invitation to apply. You must submit your application within 14 calendar days of receiving the invitation to apply.

Not all applicants who meet Ontario’s stream criteria will receive an invitation to apply.

We do not provide advance notice before we issue invitations to apply. Watch this page for details on invitations to apply issued to candidates.

Ontario PhD Graduate is one of the Human Capital streams of the Ontario Immigrant Nominee Program (OINP), a Provincial Nominee Program (PNP) operated by the province of Ontario. PhD Graduate targets recent graduates with doctoral degrees obtained at an Ontario institution and who have the intention of living and working in Ontario.

Candidates who are successfully nominated through the Ontario PhD Graduate Stream will be invited to submit an official application for Canadian permanent residence .

Connection to Ontario

Candidates must demonstrate past residency in Ontario. Successful applicants must show that they have resided in Ontario for at least 12 out of the 24 months prior to the application and they must be residing in Ontario when their application is submitted.

Level of Education

In order to qualify for the Ontario PhD Graduate stream, candidates must have completed a doctoral degree from an eligible Ontario institutions within the last two years. At least two years of study must have been completed in Ontario.

Settlement Funds

All candidates for the Ontario PhD Graduate stream must meet the settlement funds requirement as determined by Immigration, Refugees and Citizenship Canada (IRCC). This can be demonstrated through their own finances, or through maintaining a valid offer of employment.

Intention to Reside

Applications also require proof of intention to reside in Ontario permanently, possibly through an Ontario job offer or family connections.

Application Procedure

This stream operates under the  OINP   Expression of Interest system .

Eligible applicants can submit an EOI through  OINP’s e-Filing Portal  throughout the year for the chance to be invited to apply for nomination. Profiles are ranked on an OINP points-based system. The highest-ranking candidates will be issued an invitation to apply in one of the OINP draws.

Once an invitation is received, the applicant has 14 calendar days to apply for nomination.

If the province approves the application, Ontario will notify the applicant they have been selected for provincial nomination. This notification will be sent to the applicant’s ONe-Key account within the e-Filing Portal.

After receiving a provincial nomination, an applicant must submit a federal application for  Canadian permanent residence . Applicants in this program must complete and submit a paper-based application for permanent residence and submit it by mail to the appropriate application centre. Paper-based PNP applications for permanent residence are generally processed within 18 months.

Ontario Immigration Nominee Program (OINP) on PhD Graduate stream

Canada again issued invitations for potential candidates in the Expression of Interest pool who qualify under the PhD Graduate stream. Only those candidates with a score of 42 can receive the invitation to apply. The PhD Graduate stream presents international graduates with an Ontario PhD degree. So that they will get the chance to live and work in Ontario permanently.

Before your online application for the nomination for permanent residence by the Ontario government, you need to register first in the OINP’s Expression of Interest System. Then, you will receive an invitation to apply.

After getting approval, you must apply to the federal government through Immigration, Refugees and Citizenship Canada (IRCC). Their final decision will help you to get a permanent residency in Canada.

PhD Graduate stream requirements:

After receiving the invitation to apply, you can submit your PhD Graduate stream application. To get approval for your application, you should fulfill all the requirements the Canadian government mentioned.

  • Expression of interest and invitation to apply:

After receiving the invitation, submit your application before the deadline. Before that, it is necessary to prove that you have the qualifications you previously claimed in your expression of interest. Then, you need to show the Ontario Immigrant Nominee Program (OINP) that you meet the requirements.

  • Education Requirements:
  • You must have that qualification that makes you eligible for a PhD degree. Also, you must have that degree from a qualified university in Ontario.
  • At least two years of your PhD studies must have been completed while you were legally living and studying in Ontario. 
  • If you have received a bursary, grant, or scholarship that requires you to return to your home country after completing your PhD, unfortunately, you don’t qualify. Only after fulfilling these commitments and showing your intention to live in Ontario can you apply.
  • Ontario Residency Requirements:

Before applying, you need to show some proof that you have been living in Ontario for at least one year before. Your one year of residency can add up over time, allowing for gaps in between. Overall, you should have resided in Ontario for 12 months within the past two years before applying.

  • Financial Stability: 

If you are planning to relocate to Canada, you should come with enough money to support both yourself and your family. Your family members should include your spouse, common law partner, and children under the age of 22, including their children.

To meet this requirement, you have multiple options:

  • You can show the balance in your bank statements or other investment accounts.
  • You can show your annual earnings from current employment in Ontario.
  • Also, you can present your job offer in Ontario.
  • Intention to Reside in Ontario

To obtain permanent residence in Ontario, you need to demonstrate your genuine intention to live and work in the province. The country will assess this by looking at various indicators, such as:

  • Your work history in Ontario
  • Job offers in Ontario
  • The education you continue
  • Owner of any property.
  • Regular visit to Ontario
  • Any professional or social relationships
  • Your Legal Status in Canada

When applying from within Canada, you must have legal status at the time of application and maintain it until the nomination process is complete.

If you are on ‘implied status’ when submitting your OINP application, you are still eligible. This means you have applied with IRCC to renew or extend your temporary status document before it expires. Until a decision is made on your application, you can work or study in Canada under the same conditions as your current permit.

  • Application deadline:

You have two years from when you finish the requirements to get your PhD to submit your application. This is the date that your degree was awarded, not the day that you were invited to apply.

How do you know your score factors?

Your points will be calculated when you show interest in this stream according to the following criteria:

  • If your employment or study permit is still valid, you will receive 10 points.
  • Earnings of at least $40k annually will give you 3 points.

Should you receive an application invitation, you must submit supporting documents for each point you were awarded. It is imperative to acknowledge that scoring elements and stream criteria are not the same. When you apply, ensure you meet all the requirements and provide the necessary paperwork.

Additionally, a foreign student must meet mandatory conditions such as having an Invitation to Apply, being financially stable, and planning to permanently settle in the province.

(EOI)An Expression of Interest (EOI) is a pre-application that notifies the OINP about your interest to settle in Ontario. 

You need to upload any documents or pay fees to submit an EOI. 
A valid Invitation to Apply (ITA)
Based on the information in the Expression of Interest, you will get a score out of in the OINP calculator. 

If your score is higher than the score cut-off of the , you will receive an ITA to apply to the OINP PhD graduate stream. No candidate can apply without an ITA.
Academic requirementsYou must have earned a PhD degree from an eligible university in Ontario. 

Should have of your PhD program in the province of Ontario. 

You apply to the PhD graduate stream if you enrolled in the program or a grant that mandates you to return home after getting the degree. You will be eligible only after you fulfill the commitments of the scholarship and can successfully convey your aim to permanently settle in Ontario.

You must apply to the Ontario PhD program or 24 months of completing your PhD program. For example, if your degree is dated June 1, 2023, you will need to apply to the program before June 1, 2025.
Living in OntarioYou must have legally lived in Ontario for in the before applying to the OINP PhD stream. 

This one-year duration to be continuous. Your stay in Ontario must be collectively 12 months within the last two years before you apply to OINP
Intention to live in OntarioYou must display your plan to permanently settle in Ontario and economically and socially contribute to the Canadian province. This can be proven through the following:

A work history in Ontario
Actively applying for job offers in Ontario and appearing for interviews
Studying in Ontario
Proof of having rented or leased a property in the province
Having professional and personal connections in the province.
Your legal status in CanadaIf applying from Canada, you must have a legal status such as a valid study permit, work permit, or visitor visa, at the time of application. 

If you have applied to extend your permit to the IRCC, you can apply to OINP under the ‘implied status’.

Availability of settlement funds

To be eligible for the OINP PhD stream, you must be financially secure and stable to support yourself as well as your family members till you have a stable job in the province.

The minimum amount of money you require to be eligible for the OINP PhD program is tabulated below.

You can meet the mandatory funds requirement by combining: 

  • Annual salary earned from a job in Ontario, and
  • Existing funds as substantiated through bank statements, mutual funds, fixed-term deposits, etc.

Scoring Factors for the Ontario PNP PhD Graduate Stream

While creating the Expression of Interest (EOI), you will get points based on the field of study, level of education, language proficiency, and several other factors.

Steps to Apply for the OINP PhD graduate stream

The very step in applying for the OINP PhD graduate stream is to submit an Expression of Interest. A complete step-by-step process from nomination to immigration is listed below.

STEP 1 : Register an EOI or Expression of Interest and get a score out of 75 points .

STEP 2 : Get an ITA in the OINP draws

STEP 3 : Apply to the OINP PhD stream within 14 days of getting the ITA

STEP 4 : Upload all the mandatory documents

STEP 5 : Pay $1500 and submit the application

STEP 6 : Once your application is approved by the OINP, you will receive a nomination approval letter and nomination certificate.

STEP 7 : Apply to the IRCC for Canada PR through the Provincial Nominee Program within 6 months of receiving your nomination certificate. 

STEP 8 : Upload all the required documents for Canada PR

STEP 9 : Pay $1525 and submit the PR application

STEP 10 : Receive the COPR or the Confirmation of Permanent Residence if your PR application is approved.

A scanned copy of your passport, official PhD degree, and transcripts are among the mandatory documents for the PhD Graduate Stream. A complete checklist will depend on the individual profile. 

However, you must submit paperwork for all points claimed in your Expression of Interest. For example, if you are claiming points for language proficiency, you will need to submit your test score to the OINP.  The mandatory paperwork you will need to upload in your OINP application is listed below.

PassportA scanned copy of the personal detail page of your passport. Additionally, upload all pages that have any Canadian visas or entry stamps on them.
Work Permit, Study Permit, or Temporary Resident VisaWhichever is applicable.
Ontario Residency This includes copies of documents that prove you lived in Ontario for at least one year within the last 2 years. They can include phone and electricity bills, car or home insurance, rent agreements, etc. 
PhD DegreeA scanned copy of the official PhD Degree from a valid university. If you have completed the course but have not yet received the degree:

Upload an official letter from the University that confirms course completion and no outstanding fees. The letter should also include the date when you will get the PhD degree.
Additional academic documentsOfficial transcripts and degrees of any additional education. If your education is from outside Canada, you will need an Educational Credential Assessment (ECA) report. An ECA is valid for 5 years. 
Proof of FundsTo demonstrate proof of funds, you can upload:

Bank statements for the last three months
Statements of accounts in case of fixed-term deposits, mutual funds, and other investments.
Language Proficiency test scoresIf you are claiming points for language proficiency, you will need to upload your test score. The OINP accepts TCF and TEF for the French language test. It accepts CELPIP. IELTS, and PTE-Core for English proficiency test. 
The test scores are valid for 2 years.

The non-refundable application fee for the OINP PhD stream is $1500. 

The processing time for the program is 30 to 60 days.

On September 19, 2023, the Ontario Immigrant Nominee Program-OINP draw issued 608 invitations to apply for permanent residency (PR) in general draws under two different streams.

537 invitations have been sent under the Masters Graduate Stream to all the Expression of Interest (EOI) profiles with a score of 41 and above.

Furthermore, 71 invitations to apply are issued under the PhD Graduate stream to all the EOI profiles with a score of 40 and above.

Expression of Interest (EOI) profiles created under the above mentioned streams between November 22, 2022, and September 19, 2023, were considered for the OINP draw today.

Six of Canada’s provinces invite candidates in latest provincial immigration results

Ontario, British Columbia, Quebec, Alberta, Manitoba, and PEI have invited candidates to apply for provincial immigration.

All Canadian provinces and territories, except Quebec and Nunavut, may invite economic immigrants to apply for a provincial nomination through the Provincial Nominee Program (PNP). A nomination strengthens a candidate's application for permanent residency when they apply to Immigration Refugees and Citizenship Canada (IRCC).

Quebec has a separate agreement with the federal government and has total autonomy over the number of economic immigrants it may choose for permanent selection.

New Immigration Levels Plan and Strategic Immigration Program

Each year, IRCC releases an Immigration Levels Plan to set a target for the number of permanent residents that will be invited over the coming three years. The overall target is divided among IRCC's immigration programs and pathways.

The latest Immigration Levels Plan, covering 2024-2026, was released on November 1st . It shows that in 2024, IRCC will admit 110,000 newcomers through the PNP and 120,000 in both 2025 and 2026.

The Plan is based heavily on IRCC’s recently released Strategic Immigration Program . The program outlines three key pillars for improving efficiency at IRCC, making it easier for newcomers to settle, and coordinating the growth of immigration levels with infrastructure requirements and settlement services.

IRCC plans to meet its goals by speaking with relevant stakeholders, such as provincial governments, to better understand local needs and capabilities. This will ensure that newcomers have everything they require to integrate successfully while improving affordability and balancing the needs of all Canadians.

Provincial immigration results October 28- November 3

On October 30 Ontario issued invitations to apply to candidates in the Master’s Graduate and PhD Graduate streams of the Ontario Immigrant Nominee Program (OINP). Both draws were general, meaning no occupation was specified.

The province invited 1051 Master’s Graduate stream candidates with a minimum score of 43 and above

It also invited 66 PhD Graduate stream candidates with a minimum score of 42 and above.

British Columbia

British Columbia invited more than 203 PNP candidates on October 31.

The province held four separate draws. The largest considered Skilled Workers with a minimum score of 111 International Graduate with a score of 113 and Entry-Level and Semi-Skilled candidates who scored a minimum of 91.

The remaining three draws were occupation-specific and targeted only Skilled Workers and International Graduates. All candidates needed a minimum score of 60.

  • 48 early childhood educators and assistants
  • 22 healthcare professions
  • Less than five other priority occupations

Quebec released its own Immigration Levels Plan on November 1st. Like the federal Immigration Levels Plan, Quebec sets targets for the economic immigrants it will invite to apply for permanent selection, but this year the province only sets targets for 2024 and 2025.

Quebec typically sets targets up to four years in advance but is only doing two years in this plan to monitor the success of a new requirement that  all candidates have knowledge of French to be considered for permanent selection.

The province is targeting 30,650 skilled workers in 2024 and 31,500 in 2025.

The two most recent provincial immigration draws took place on October 26 and invited 1220 candidates. The first draw targeted multiple trades occupations with a score greater than 465 points.

The second draw targeted candidates in tech, healthcare and other priority occupations with scores that were greater than 608.

In both draws, candidates also required a level 7 oral proficiency (or higher) in French according to the Échelle québécoise des niveaux de compétence en français des personnes immigrantes adultes or its equivalent.

Alberta recently published draw results for October 24 and October 26.

On October 24, the province invited 22 candidates through the Dedicated Healthcare Pathway with Alberta job offer stream. The lowest-ranking candidates had a Comprehensive Ranking System (CRS) score of 326.

The October 26 draw invited 100 candidates who were eligible under the Family Connection and Primary Occupation In Demand stream. These candidates needed a minimum CRS score of 369.

In both draws, candidates were also in the Express Entry pool of application.

Manitoba invited 400 candidates to apply for nomination through the Manitoba PNP on November 2.

The province held three separate draws. The first was for 204 Skilled Workers in Manitoba with a minimum score of 768. It was a general draw.

The second was for Skilled Workers Overseas. The province invited 65 candidates with a score of 708 as part of a strategic recruitment initiative.

The final draw invited 131 candidates from the International Education Stream . No minimum score was specified.

Prince Edward Island

Also on November 2, PEI invited 41 Labour and Express Entry candidates to apply.

Candidates were selected if they were working in the healthcare, manufacturing, food processing and agriculture sectors.

In the past 12 months, PEI has invited 2,385 candidates to apply through the PEI PNP.

Wage theft, excessive work hours, limited breaks and physical abuse.

Those are just some of the ways Canada's temporary foreign workers are being mistreated, according to a final report from the United Nations' special rapporteur on contemporary forms of slavery.

Reiterating his previous comments after his visit to Canada last year, special rapporteur Tomoya Obokata called the temporary foreign workers program a "breeding ground for contemporary forms of slavery."

In the final report, Obokata — a professor of international human rights law at the University of York in the U.K. — says he received reports of workers being underpaid and going without protective equipment, and of employers confiscating documents, arbitrarily cutting working hours and preventing workers from seeking health care.

"Women reported sexual harassment, exploitation and abuse," the report says.

"In addition, police have reportedly failed to take complaints seriously, claim that they do not have jurisdiction and report workers to immigration authorities rather than investigating their complaints."

Speaking to reporters on Wednesday, Immigration Minister Marc Miller said he objected to the use of the phrase "contemporary slavery" in reference to the temporary foreign worker program.

He still acknowledged the abuses outlined in the report and said they need to stop.

"Any person in Canada, regardless of who they employ, need to treat people with dignity and respect according to the law," Miller said. "That isn't happening in some sectors that employ temporary foreign workers, and that needs to end."

Miller said changes to the program are coming but the government is being careful not to further inflate food prices. The agricultural sector accounts for most temporary foreign work permits.

"We want to make sure as we implement our reforms we aren't affecting food prices, because that's something Canadians don't want to see," he said. "At the same time, they don't want to see people being treated improperly in Canada. In some cases that's occurring and it needs to end."

The number of temporary foreign workers approved to come work in Canada has more than doubled since 2018. Last year, employers were cleared to hire 239,646 temporary foreign workers.

Obokata's report blames the abuse in part on a power imbalance — temporary foreign workers are tied to their employers through so-called "closed work permits" that only allow them to work for the employer who applied to bring them to Canada — and on workers' lack of information about their rights.

"The government does not seem to proactively and effectively inform workers about their rights, apart from publishing information online and providing ad hoc funding to civil society organizations for migrant rights education," the report says, adding employers can prevent workers from seeking help from such organizations.

Unlike other newcomers, temporary foreign workers cannot benefit from federal settlement services, which would provide information on their rights and facilitate their ability to participate in public life."

The report says employers argue closed work permits are necessary to allow them to recuperate the cost of recruiting and transporting workers, creating "a de facto debt bondage."

Compliance checks not preventing abuse, advocate says

The UN's report mirrors many of the findings on abuse in a 2022 report from the Migrants Workers Centre in B.C.

"Unfortunately not a lot has changed for the positive in terms of the starting situations of abuse that we hear," said Amanda Aziz, a staff lawyer with the Migrant Workers Centre who authored the 2022 report.

"Workers are often experiencing wage thefts from their employers. We have heard of, I would say even more very egregious and atrocious recruitment fees. These are illegal recruitment fees that are being charged to workers in order to access employment or a job in Canada."

Responding to the UN report, a spokesperson for Labour Minister Randy Boissonnault cited the government's crackdown on non-compliance in the temporary foreign workers program and the number of fines it has issued for non-compliance — $2.1 million last fiscal year.

"Additionally, a total of 12 employers were banned from the program, compared to the previous fiscal year, when seven employers were banned," Mathis Denis said.

But Aziz said that response doesn't line up with the everyday experiences migrant workers face.

Canada must respect workers' rights and safety 'regardless of their status,' advocate says

"The compliance is one component of ensuring that employers are abiding by the conditions of employment contracts, but it's not doing anything to prevent abuse in the first place," Aziz said.

"I know that the idea is there are fines and penalties and sanctions against employers in order to try to deter employers from not abiding by conditions and treating workers properly. But it does not seem to be having that impact, given the amount of workers that we see coming through our organization looking for support."

As a recent Hong Kong graduate, you may be eligible to apply for an open work permit under a temporary public policy for Hong Kong residents . The public policy expires on February 7, 2025.

The open work permit is valid for up to 3 years .

If you’re outside Canada when your work permit application is approved

If you’ve already applied for permanent residence and your open work permit will expire soon, who can apply.

To be eligible, you must

  • For example, if your passport is valid for 6 months, then you will be issued an open work permit for 6 months.
  • To maximize the duration of the open work permit, make sure your passport is valid for at least 3 years from the date of approval.
  • Tell us how long you want your work permit to be valid.
  • meet the education requirements for post-secondary, graduate or post-graduate studies (see below for details)

Education requirements for post-secondary studies effective February 8, 2023

You must have graduated no more than 10 years before you apply for this open work permit, with one of the following :

  • a degree (for example, associate, bachelor’s, master’s or doctoral) from a designated post-secondary learning institution in Canada or an institution abroad
  • a diploma from a program of at least 2 years from a designated post-secondary learning institution in Canada or an institution abroad
  • from a program of at least 1 year
  • you must have received the post-secondary degree or diploma no more than 5 years before you started the graduate/post-graduate program
  • a designated learning institution in Canada
  • an institution abroad

If you’ve already applied

If you’ve already applied but you haven’t received a decision, your application will be processed under this change but you must have graduated within 10 years of the date you submitted your work permit application to be eligible.

If you got your education abroad

You don’t need an Educational Credential Assessment (ECA) to apply if you got a degree (for example, associate, bachelor’s, master’s or doctoral) outside Canada, but an officer may request one later.

If you got a post-secondary, graduate or post-graduate  diploma  outside Canada, you must provide an ECA.

The ECA must be from an organization or a professional body designated by Immigration, Refugees and Citizenship Canada. They’ll give you a report that tells you what your education is equal to in Canada.

Processing times and costs for the ECA vary by the organization or professional body.

Once you choose a designated organization or a professional body, they’ll tell you how to submit your documents to get your ECA.

You must use one of these designated organizations:

  • designated: April 17, 2013
  • designated: August 6, 2015

How to apply

You must apply for the open work permit online, unless you’re exempt . You can’t apply at a port of entry.

Apply for a work permit

Step 1: Make sure you have what you need

To apply online, you need

  • a scanner or camera to create electronic copies of your documents
  • a valid credit or debit card

Step 2: Pay your fees

You’re exempt from paying the open work permit holder fee (CAN$100). Don’t pay this fee.

You must pay the

  • work permit processing fee (CAN$155)
  • biometric fee, if you need to give biometrics

Because you’re exempt from paying the open work permit holder fee, you need to pay your fees before you apply online.

  • Go to fees for temporary residence applications.
  • Scroll down to the row for workers.
  • If you’re applying for just your own work permit, enter “1.”
  • If you need to give biometrics, scroll down to the row for biometrics.
  • If you’re applying for just yourself, enter “1.”
  • If you’re applying for 2 or more people, choose Biometrics – per family and enter “1.”

The system will calculate the total amount you need to pay when you click Submit .

Keep your receipt

After you pay your fee, keep a copy of the receipt. You’ll need to upload it when you apply online for your work permit.

  • click Apply to come to Canada

You should read the instruction guide before you complete your application. Once you get your document checklist, fill out the application form and supporting documents. The guide will explain how to complete each field on the form.

Special instructions for this public policy

When you fill out the work permit application form:

  • Select “Open Work Permit” as the type of work permit you’re applying for in the Details of Intended work in Canada section.
  • Enter “HKPPTR” as the Job title .
  • Enter “Hong Kong public policy – open work permit” in the Brief description of duties field.
  • Enter the date you expect to enter Canada as the Start date .
  • You can’t ask for a date beyond the expiry date of your passport.

Your documents must show that you’re eligible for the public policy. You must upload the completed application form and include the following documents with your application.

Upload a sheet of paper with the words “Not applicable” if you’re asked for the following documents:

  • employment reference letter
  • letter from current employer
  • employment records
  • employment contract

To be eligible, one of the following must apply:

  • you have valid status as a visitor, student or worker
  • you applied to extend your status before it expired (“ maintained status ”)
  • you’re eligible to restore your status
  • you already have an open work permit issued under the previous Hong Kong public policy (2021)

If you need to restore your status

When you apply under this public policy in Canada, you’re exempt from paying the

  • open work permit holder fee (CAN$100)

However, if you’ve lost your status, you need to

  • restore your previous status
  • pay the restoration fee (CAN$200)

How to pay your restoration fee

You need to pay your restoration fee before you apply online:

  • Go to Pay your application fees online (make an additional payment or pay other fees).
  • Go to the row to pay a Custom amount .
  • In the quantity column, enter “200.”

After you pay your restoration fee, keep a copy of the receipt . You’ll need to upload it when you apply online for your work permit.

Step 2: Create your online account or sign in

  • You would like to work temporarily—for more than 6 months.
  • For students, this is a temporary measure while we update the application system.

Answer “yes” when asked:

Does one of the following apply to you?

  • I am subject of a removal order that is unenforceable
  • I applied for a study or work permit before entering Canada that was approved, but not issued at a port of entry
  • I am in primary or secondary school, or a visiting or exchange student, in Canada with visitor status
  • I am applying for an open work permit under an active public policy or pilot program announced by IRCC
  • I am a student who has completed a program of study that is a prerequisite to my enrolment at a designated learning institution with visitor status in Canada
  • Spouse or Common-law Partner in Canada

  • Answer “Yes, I will be paying my fees.” to the question: There are fees associated with this application. Will you be paying your fees or are you fee exempt?

Once you get your document checklist, complete the application forms. You should read the instruction guide before you complete your application. The guide will explain how to complete each field on the form.

  • Enter “Hong Kong public policy—open work permit” in the Brief description of duties field.
  • It may not be possible to finalize your application by the start date you ask for.
  • If we don’t finalize your application by your requested start date, we’ll update the end date of your work permit in line with your new start date.
  • You can’t ask for an end date beyond the expiry date of your passport.

There is a Canadian work experience stream under the permanent residence pathways for Hong Kong residents . You can use the work experience you gain with this open work permit or any other work permit to meet the hours of work requirement for this pathway.

Starting May 27, 2024, you’ll be able to apply for an open work permit, while you wait for your permanent residence application to be processed, if you meet both of the following requirements:

  • You applied for permanent residence under 1 of the 2 permanent residence pathways for Hong Kong residents
  • You held a work or study permit within 3 years of us receiving your permanent residence application.

We’ll issue you a letter of introduction with a deadline to enter Canada. If you delay your travel to Canada, you might not be able to get the work experience you need before the permanent residence pathways for Hong Kong residents close on August 31, 2026.

Ontario Issues 326 Invitations to Apply Through Masters Graduate Stream

Canada Extends PGWP Break For International Students To End Of This Year

Ontario issued its second round of Invitations to Apply (ITAs) under the Masters Graduate stream of the Ontario Immigrant Nominee Program (OINP) Wednesday.

In this general draw, 326 ITAs were issued to applicants who submitted profiles and obtained a score of 37 or more.

“You may apply to the Masters Graduate stream if you received an invitation to apply on Aug. 25,” the province states on its immigration ministry website. “If you received an invitation to apply, you don’t need to contact the program.”

That brings the total ITAs issued under this stream to 728. The provincial immigration department had already issued 402 ITAs on Aug. 18 in a general draw to those applicants who scored 39 or higher.

In mid-August, Ontario also issued 77 ITAs under its PhD Graduate stream to those applicants with a score of 17 or higher for their profile.

The province operates this stream through its Expression of Interest system.

The Masters Graduates Stream offers an opportunity to obtain permanent residence to international students who obtained a masters degree in Ontario. The stream does not require the applicant to have a job offer.

To be eligible to apply, a candidate must meet the following criteria:

  • Graduated from a Master’s degree program from an eligible institution in Ontario, that was at least one year full-time.
  • Obtained minimum language CLB/NCLC level 7 or above in English or in French.
  • Resided legally in Ontario for at least one year in the last two.
  • Have sufficient settlement funds.
  • Intend to live and work in Ontario.
  • Applications from elsewhere in Canada will not be accepted.
  • Application must be submitted within two years of completing the requirements to graduate from the master’s degree.

Under the PhD Graduates Stream, international students are offered an opportunity to become permanent residents if they hold a PhD degree from Ontario even if they do not have a job offer.

  • Graduated from a PhD degree program in an eligible institution in Ontario, and have completed at least two years full-time.
  • Application must be submitted within two years of completing the requirements to graduate from the PhD degree.

Breaking made its debut at the 2024 Paris Olympics — and while she didn't earn a spot on the podium, the Australian breaker Rachael Gunn, known as Raygun, has received plenty of recognition online.

Gunn is a 36-year-old lecturer at Macquarie University in Sydney whose research focuses on the "cultural politics of breaking," according to her faculty profile .

But Gunn's time on the Olympic stage was short-lived. The B-girl was eliminated during the round-robin stage of the women's breaking competition, losing in one-on-one battles to the United States' Logistx, France's Syssy, and Lithuania's Nicka.

Raygun didn't earn a point in any of those battles, but as clips of her performance spread online, she got something else: instant meme status.

Here's what you need to know about Raygun now that the breaking competition is over.

Raygun is an academic who studies breaking — and she competes internationally

Before Gunn went to the Olympics, she approached the 2024 Games from an academic perspective.

With her coauthor, Lucas Marie, Gunn published an article in the June 2023 issue of Global Hip Hop Studies titled "The Australian breaking scene and the Olympic Games: The possibilities and politics of sportification." The article examined how the Olympics' institutionalization would affect the Australian breaking scene.

Alongside her academic career, Gunn is a competing B-girl. But before she got into breaking, she had experience with ballroom dancing, jazz, hip-hop, salsa, and tap, The Australian Women's Weekly reported. Gunn told The Sydney Morning Herald that her husband, Samuel Free, introduced her to breaking in 2008 while they were at university. Free is still her coach, she said.

Gunn told Women's Weekly that breaking "hooked" her in 2012, around the time that she began her doctoral program in cultural studies. She began competing more seriously in 2018 and eventually set her sights on the Olympics.

According to her university profile, she was the top-ranked B-girl of the Australian Breaking Association in 2020 and 2021, representing the country at the World DanceSport Federation Breaking Championships in 2021, 2022, and 2023. She also won the WDSF Oceania Breaking Championships in 2023.

"My bag always has two main things: It's like, my knee pads and my laptop," Gunn said on the podcast " The Female Athlete Project ." "Because I need my knee-pads to break. And then, yeah, just do some emails quickly. Or like, do some revisions on a chapter I submitted, or copyedit this article I did, or moderate those grades."

The athlete also told the Herald that she preferred to wear "baggy jeans and a baggy T-shirt" while breaking.

"I like the heaviness they bring," Gunn said. "Maybe it's my background in hip-hop, but having weight closer to the ground works for me, gets me in the right headspace."

Raygun's performances at the Olympics sparked memes and criticism

Raygun took the stage at the Olympics wearing a tracksuit in Australia's green and gold, breaking out moves that included hopping like a kangaroo. Her performances attracted attention online and memes that compared her moves to, among other things, dancing children.

But some critics argued that Raygun's performance didn't represent breaking — a sport that will not return to the 2028 Games in Los Angeles.

Breaking came from Black and brown communities in the Bronx in the 1970s. Malik Dixon, an African American man who lives in Australia, told the Australian Broadcasting Corporation that Gunn came off as "somebody who was toying with the culture" during a significant moment for the sport.

Raygun qualified for the Olympics through the Oceania Breaking Championships

There were three ways to qualify for breaking at the Olympics, which the World Dance Sport Federation (WDSF) outlined in April 2022: at the WDSF championship in Belgium in September 2023, in a continental qualifier, or in an Olympic qualifier series held in 2024. Gunn qualified regionally by winning the WDSF Oceania Breaking Championships, which were held in Sydney in October 2023.

AUSBreaking organized the Oceania Breaking Championships, according to the WDSF .

AUSBreaking posted on Instagram about the Oceanic Olympic qualifying event on Instagram in September 2023, announcing in a September 25, 2023 post that competitor registration was open. The panel of judges was composed of 10 breakers from multiple countries, led by head judge Katsu One of Japan.

Per the Sydney Morning Herald, Gunn was the highest-scoring B-girl on day one of the championships. She won two battles on the second day to secure her title and a qualifying spot in the 2024 Olympic Games in Paris.

AUSBreaking released a statement on Instagram Monday about the selection process, saying that the qualifying event was "open to all interested participants in the Oceanic region," conducted in line with WDSF standards, and adjudicated by an international panel that used the same judging system as the 2024 Olympics.

"Ultimately, Rachael Gunn and Jeff Dunne emerged as the top performers in exactly the same process, securing their spots to represent Australia in Paris," the statement reads. "Their selection was based solely on their performance in their battles on that day."

Raygun and sporting organizations have spoken out about misinformation after her performance

Claims have circulated online that Gunn unfairly obtained her spot in the games. Posts online, as reported by the Australian Associated Press , claimed that Gunn's husband was one of the judges in her qualifying event. One petition hosted on Change.org claimed that she established the governing body that ran the selection process. That petition was eventually removed after it was placed under review, per an archived snapshot .

A representative for Change.org confirmed to Business Insider on Thursday that the petition had been flagged for misinformation, reviewed per the platform's community guidelines, and removed from the platform.

"Change.org maintains strict guidelines against content that constitutes harassment, bullying, or spreading false information. We take such matters seriously and remove any content that violates these standards to protect our users and uphold the integrity of our community," the rep said in an email statement to BI.

Despite the online claims, Free was not one of the judges at Gunn's qualifying event. And Gunn did not establish AUSBreaking. The organization said in a statement that it was founded by its president Lowe Napalan in 2019, and "at no point" was Gunn "the founder, an executive, committee member, or in any position of leadership."

The Australian Olympic Commission (AOC) also released a statement condemning the Change.org petition, and demanding its removal. It also said that by winning the Oceania championship, Gunn was "legitimately nominated" by DanceSport Australia to the AOC to represent Australia at the Olympics.

"The petition has stirred up public hatred without any factual basis. It's appalling," AOC chief executive officer Matt Carroll said in the statement. "No athlete who has represented their country at the Olympic Games should be treated in this way and we are supporting Dr. Gunn and Anna Meares at this time."

In a video uploaded to her personal Instagram account, Gunn said that she was "honored" to have represented Australia and breaking during its Olympic debut. But the "hate" that followed was "devastating," she said. When it came to misinformation around her qualification, Gunn referred viewers to previously issued statements from the AOC and AUSBreaking.

Raygun and breaking judges have defended her Olympic performance

At a press conference on Saturday, the day after Gunn's competition, Anna Meares, the head of the Australian team, responded to criticism of Gunn online.

"I love Rachael, and I think that what has occurred on social media with trolls and keyboard warriors, and taking those comments and giving them airtime, has been really disappointing," Meares said, per ESPN .

"Raygun is an absolutely loved member of this Olympic team. She has represented the Olympic team, the Olympic spirit with great enthusiasm. And I absolutely love her courage," Meares continued. "I love her character, and I feel very disappointed for her, that she has come under the attack that she has."

During a press conference on Sunday, Martin Gilian, the Olympic breaking head judge, defended Gunn's performance, saying breaking was "all about originality" and representing your roots, the Australian Broadcasting Corporation reported.

"This is exactly what Raygun was doing," Gilian said. "She got inspired by her surroundings, which in this case, for example, was a kangaroo."

Gunn said during the Saturday press conference that "all of my moves are original," ESPN reported. She told The Guardian that her biggest strength was "creativity."

"I was never going to beat these girls on what they do best, the dynamic and the power moves, so I wanted to move differently, be artistic and creative," Gunn told The Guardian, "because how many chances do you get that in a lifetime to do that on an international stage. I was always the underdog and wanted to make my mark in a different way."
