- Dissertation Content
A doctoral dissertation makes an original contribution to knowledge, as defined in a discipline or an interdisciplinary domain and addresses a significant researchable problem. Not all problems are researchable and not all are significant. Problems that can be solved by a mere descriptive exercise are not appropriate for the PhD dissertation. Acceptable problems are those that:
- pose a puzzle to the field at a theoretical, methodological, or policy level;
- make analytical demands for solution, rather than mere cataloging or descriptive demands; and
- can yield to a reasonable research methodology.
The doctoral dissertation advisor, reading committee, and oral exam committee provide further guidance and details with regard to dissertation content and format. General formatting and submission guidelines are published by the University Registrar. The American Psychological Association (APA) publication guidelines normally apply to GSE doctoral dissertations, but is not required if the advisor and relevant committees determine that an alternative, and academically acceptable, protocol is more appropriate.
Published Papers and Multiple Authorship
The inclusion of published papers in a dissertation is the prerogative of the major department. Where published papers or ready-for-publication papers are included, the following criteria must be met:
1. There must be an introductory chapter that integrates the general theme of the research and the relationship between the chapters. The introduction may also include a review of the literature relevant to the dissertation topic that does not appear in the chapters.
2. Multiple authorship of a published paper should be addressed by clearly designating, in an introduction, the role that the dissertation author had in the research and production of the published paper. The student must have a major contribution to the research and writing of papers included in the dissertation.
3. There must be adequate referencing of where individual papers have been published.
4. Written permission must be obtained for all copyrighted materials; letters of permission must be uploaded electronically in PDF form when submitting the dissertation. 5. The submitted material must be in a form that is legible and reproducible as required by these specifications. The Office of the University Registrar will approve a dissertation if there are no deviations from the normal specifications that would prevent proper dissemination and utilization of the dissertation. If the published material does not correspond to these standards, it will be necessary for the student to reformat that portion of the dissertation.
6. Multiple authorship has implications with respect to copyright and public release of the material. Be sure to discuss copyright clearance and embargo options with your co-authors and your advisor well in advance of preparing your thesis for submission.

UW–Madison alum receives Dissertation of the Year Award
UW–Madison alumna Erin Hastey, who graduated with a PhD from the School of Education’s Department of Educational Leadership and Policy Analysis in 2023, has received the Dissertation of the Year Award from the Council for the Study of Community Colleges ( CSCC ).
For over a decade, Hastey “has empowered organizational leaders to move from conflict to connected action,” notes her CSCC bio. She works as a consultant to board members and executives to develop highly effective governing boards.
Hastey’s research focuses on how board effectiveness aligns with organizational outcomes. Her dissertation, written with support from her mentor and adviser Xueli Wang, UW–Madison’s Barbara and Glenn Thompson Professor in Educational Leadership, focuses on board effectiveness in community college districts.
CSCC’s Dissertation of the Year award, issued annually, is given to recent doctoral graduates that “demonstrate excellence in scholarly inquiry, illustrate originality of thought, and include significant findings that make a substantial contribution to the extant literature on community colleges; that shed new light on how issues and challenges facing community colleges are researched, theorized, and interpreted; and/or that potentially could have an important effect on community college policy and/or practice.”
Hastey was honored during CSCC’s 65th annual conference in Pittsburgh, Pennsylvania, earlier this month.

10. DISSERTATION AND FINAL ORAL EXAMINATION
In this Section, “dissertation” is used to cover both the Ph.D. dissertation and the M.S. thesis.
10.1. University and Department Regulations
- The Graduate Bulletin specifies those regulations pertaining to dissertations which have been set forth by the Graduate School. The dissertation must be prepared in accordance with the guidelines presented in the most recent version of the document entitled, Guide to the Preparation of Theses and Dissertations , available from the Graduate School. The style of referencing should adhere to the specifications in either the American Chemical Society Style Guide or the American Institute of Physics Style Manual , or another style guide if agreed upon by the student’s ACC.
- Time Limit. It is Graduate School policy that a candidate must satisfy all requirements for the Ph.D. degree within seven years after completing 24 credits in the Chemistry Graduate Program. In rare instances, the Dean of the Graduate School will entertain a petition to extend this time limit, provided it bears the endorsement of the GPD.
10.2. Reprints in Lieu of Manuscript
In lieu of a manuscript, the candidate may submit one or more reprints of published papers in journals which are acceptable to the dissertation committee provided that such papers are written exclusively by the candidate or the candidate’s contributions are clearly described for each manuscript. The candidate must obtain written permission from the publisher and from all co-authors to include the work in the dissertation. The format and instructions relating to published materials given in the Guide to the Preparation of Theses and Dissertations must be followed. Additional documentation for each manuscript should set forth:
- The candidate’s contributions to the published work;
- Purpose of the research, if not included in the original document;
- Historical setting, if not included in the original document;
- Additional details of archival interest (tables of data, etc.).
10.3. Oral Defense
As part of the procedure by which a dissertation is approved, the Chemistry Department requires a departmental colloquium followed by a formal oral defense before the candidate's examination committee.
- Composition of the examination committee: Three members (typically a student's ACC), with at least two members internal to the Chemistry program ( Faculty or Affiliated Faculty ), with an additional member from outside the Department (the "Outside Member") are required for the Ph.D. Dissertation Defense. The student and research advisor will identify a qualified candidate to serve as the outside member of the committee, and establish that person’s availability. The external member of the committee should be an independent voice, and therefore should not be a collaborator on the research described in the dissertation. The names of committee members should be submitted to the GPC and the GPD and the Graduate School must approve the final composition of the examination committee. Faculty affiliates of the Chemistry Department and Graduate Program may not serve as outside members of doctoral defense committees in Chemistry. The University regulations governing the structure of the committee are described in the Graduate Bulletin .
- The student, in consultation with the examination committee, arranges the time and place for the defense and notifies the Department through the GPC. For a Ph.D. defense, the student must notify the GPD and GPC at least 4 weeks in advance of the scheduled date by submitting an electronic dissertation announcement form using the most recent template provided on the Graduate School website . The GPD then submits this form to the Graduate School for approval. Approval must be requested from the Graduate School at least 3 weeks before the intended defense date. Dissertation examination announcements must be posted in the Department. A copy of the notice is put into the student's file.
- Copies of the dissertation must be delivered to the examination committee at least two weeks in advance of the planned examination. Failure to meet this deadline may result in postponement of the defense.
10.4. Actions of the Examination Committee
The Dissertation Examination Committee can return the following judgments on the dissertation as a result of the Oral Defense:
- Acceptance.
- Acceptance with minor changes: This category requires the candidate and the Research Advisor to incorporate the minor changes, and explicitly calls for the signature (appendix) of all committee members at the conclusion of the defense.
- Acceptance with major changes: This category requires a reexamination of the corrected dissertation by the committee, but no repetition of the oral examination.
- Rejection: This category requires the student to prepare a new dissertation, and will generally involve further scientific work.
10.5. Deadlines
The initiative for the appointment of the Dissertation Examination Committee rests with the student in consultation with their Research Advisor. The Graduate School establishes a deadline each term (see the "Important Deadlines" section on the Graduation Information webpage ) for submission of the Examination Committee form, and it is the student’s responsibility to make sure this deadline is met.
The student who desires to receive a degree at a particular commencement must take the responsibility for learning about the deadlines for the various stages in the completion of the work and for informing the Research Advisor and the Chair of the Dissertation Committee of these matters.
Further restraints may be imposed by absences of members of the Dissertation Examination Committee. This should be taken into account in the process of nominating and screening potential members for the committee.

A leading DEI official at the University of California, Los Angeles (UCLA), reportedly plagiarized vast portions of her 2014 doctoral dissertation about diversity, equity and inclusion programs on college campuses.
Investigative journalists Christopher F. Rufo of the Manhattan Institute and The Daily Wire's Luke Rosiak partnered to uncover that Natalie J. Perry, Ph.D. — who leads the DEI program called "Cultural North Star" at UCLA's David Geffen School of Medicine — appears to have lifted large paragraphs nearly verbatim from 10 other academic papers without citation, according to City Journal .

Titled "Faculty Perceptions of Diversity at a Highly Selective Research-Intensive University," Perry's dissertation at the University of Virginia "examined institutional commitment to diversity from the perspective of organizational values," according to her UCLA biography , and remains her only published work. She received her bachelor's degree in African American and African Studies at Ohio State University, and an EdM in teaching and curriculum at Harvard University.
Many of the portions Perry dissertation, apparently copied with only minor changes, were especially long, with one passage that was nearly 1,000 words and extended for pages.
Rufo and Rosiak also observed that the parts of Perry's paper that were not plagiarized are ridden with basic grammatical errors and even misspellings, prompting them to speculate that her plagiarism was intended to "mask glaring academic deficiencies."
"The positionality of the participants informed the perspective on the origins of the commission. /in response to the needs of the varios [sic] stakeholders within the university, the commission addressed issues of diversity on the faculty, undergraduate, graduate, and university level," Perry wrote in one poorly-written paragraph.
Rufo and Rosiak also noted that Perry neglected to cite even the papers she did mention in the paper, suggesting that even the citations were plagiarized from other papers.
UCLA's medical school has mandated that students learn about colonialism and liberation, which included lessons about "Indigenous womxn," "two-spirits," and "structural racism," according to The Daily Wire .

Neither Perry nor UCLA responded to The Christian Post's request for comment by publication.

The revelation regarding Perry's plagiarism comes amid Rufo's ongoing reporting about plagiarism and academic misconduct at some of the nation's most prestigious universities.
In January, former Harvard University President Claudine Gay announced her resignation weeks after Rufo and the New York Post reported on 27 instances when Gay plagiarized or failed to properly cite other academics' work, which the leadership of Harvard allegedly attempted to cover up. The New York Post claimed the school had threatened them when they began looking into the allegations.
